Abstract [sv]
För att uppnå miljömålen och Agenda 2030 är omställningen till ett hållbart samhälle avgörande. Bilismen har haft en betydande roll i samhällsplaneringen genom historien, sedan 1900-talets början ända fram till idag. Utformningen av städerna har påverkats av bilismen i form av bland annat utglesning och krav på utrymme både för vägar och parkeringar. Detta har i sin tur inverkat på möjligheten till ett mer hållbart samhälle när bilismen har förutsatt att staden byggts efter bilen.
Det kommunala verktyget, parkeringsnormen, är viktig för att reglera hur mycket parkering som ska tillhandahållas vid bygglov och detaljplaneläggning.Med hjälp av blandad metod har en fallstudie över en mindre kommun i Sverige (Vänersborg) genomförts för att analysera dess parkeringsnorm i relation till det verkliga bilinnehavet i kommunen. Detta skedde genom insamling av kvantitativ och kvalitativ data där ett antal delområdens faktiska bilinnehav jämfördes med det minimum antalet parkeringsplatser som borde finnas enligt parkeringsnormen per delområde. Därutöver har tillgänglig statistik från tre andra kommuner använts som ett komplement i förståelse för parkeringsnormen i relation till det verkliga bilinnehavet. Fallstudien tolkades och analyserades som en del av metoden.
Resultatet visade att småhusområden tenderade att ha fler parkeringsplatser enligt miniminormen än vad det fanns bilar, medan lägenhetsområden hade det motsatta med undantag för ett område vars orsak är okänt. Jämförelsen med de tre andra kommunerna gav ofullständiga resultat utan värde för studien.
Slutsatsen visar att kommuner måste eftersträva åtgärder som minskar bilens utrymme i staden, parallellt med satsningar på gång- och cykelinfrastruktur, kollektivtrafik och andra mobilitetslösningar för att minska utsläpp och trängsel.
Abstract [en]
To reach national environmental goals and Agenda 2030 is the adaptation to a sustainable society paramount. Car dependency has had a profound effect on urban planning throughout history, from the early 20th century until today. The formation of cities has been affected by car dependency in ways such as urban sprawl and increased spatial usage designated for motor vehicles and parking. This, in turn, has affected the possibility of achieving a more sustainable society, as car dependency has shaped urban development around the car.
A tool Swedish municipalities have at their disposal are parking standards, which is of importance when determining the amount of parking spaces for building permit processes and detailed land-use planning. With the help of a mixed-method approach has a case study been conducted for a smaller-sized Swedish municipality (Vänersborg) for the purpose of determining how many minimum parking spaces there are according to the municipal parking standard in relation to the actual number of registered automobiles in the municipality. This was carried out with the help of collecting both quantitative and qualitative data for several zones within the municipality. Each zone had its minimum number of parking spaces according to the parking standards estimated and compared to the actual number of cars within. Publicly available statistics from three other municipalities have been used complementarily to better understand parking standards in relation to the actual number of cars. The case study has been analyzed as part of the method used.
The results indicated that zones largely consisting of small single-family homes tended to have the largest number of cars as opposed to the minimal amount of parking spaces according to the municipal standard, while the opposite was true for zones mostly consisting of apartments, with one exception, the reason for which is unknown. The comparison to the three other municipalities was inconclusive.
The conclusion which was reached was that municipalities should strive to take actions that reduce the amount of space for the car in the city, parallel with making investments that benefit pedestrian and biking infrastructure, public transportation and mobility solutions for the purpose of reducing emissions and congestion.
