Abstract [sv]

Ekonomisk brottslighet utgör en svår upptäckt brottsform som sker inom komplexa organisatoriska strukturer. Dess samhälleliga konsekvenser har ökat behovet av myndighetsgemensamma åtgärder. Baserat på detta behov undersökte studien hur myndigheter samverkade för att bekämpa ekonomisk brottslighet.

Samverkansprocesserna kan både underlättas och försvåras, därför studerades även insikter som kunde stärka insatserna. För att besvara syftet formulerades tre olika forskningsfrågor. Vidare utformades en teoretisk referensram för att belysa tidigare forskning på området. Den teoretiska referensramen redogjorde för samverkans betydelse, strategier och faktorer som påverkade myndigheternas effektivitet i deras arbete.

Teorin följdes av en analysmodell som utgjorde utgångspunkten för empirin och analysen. Vi valde att tillämpa kvalitativ forskningsansats med semistrukturerade intervjuer för att undersöka hur myndigheterna samverkade. Totalt intervjuades åtta respondenter från tre olika myndigheter för att erhålla en bred förståelse och representation. Respondenterna valdes ut utifrån ett kriteriestyrt urval, där vi eftersökte personer med olika yrkesroller som arbetade med samverkan mot ekonomisk brottslighet.

Empirin sammanställdes med hjälp av transkriberingar, vilket möjliggjorde att respondenternas svar kunde presenteras på ett strukturerat och nyanserat sätt i koppling till analysmodellen, forskningsfrågorna och syftet. En tematisk analys tillämpades vid analysen och studiens slutsats visade att olika samverkansinsatser mot ekonomisk brottslighet bedrevs beroende på regeringsuppdragen, verksamhetsstrukturerna och yrkesrollerna.

Exempel på samverkan var informationsutbyte, brottsförebyggande arbete och gemensamma insatser. Studien bekräftade även förekomsten av hindrande samt främjande faktorer som påverkade hur väl samverkan fungerade. Det främsta hindret som identifierades var sekretessen, trots att det skett förbättringar i form av sekretesslättnader så kvarstod ännu begränsningar vid myndigheternas informationsutbyten. Myndigheterna hade även skilda prioriteringar och uppdrag, vilket hämmade den samverkan. För att effektivisera myndigheternas arbete krävdes det enligt studien gemensamma mål, samarbetsvilja och tillgång till resurser.

Abstract [en]

Economic crime constitutes a form of crime that is difficult to detect and occurs within complex organizational structures. Its societal consequences have increased the need forj oint governmental measures. Based on this need, the study investigated how government agencies collaborated to combat economic crime. As collaboration processes can both be facilitated and hindered, the study also examined insights that could strengthen these efforts.

To answer the aim, three research questions were formulated. Furthermore, a theoretical framework was developed to highlight previous research in the field. The framework addressed the significance of collaboration, strategies, and factors influencing the effectiveness of authorities in their work.

The theory was followed by an analytical model, which served as the foundation for the empirical material and analysis. A qualitative research approach was chosen, using semi-structured interviews to examine how the authorities collaborated. A total of eight respondents from three different authorities were interviewed to ensure broad understanding and representation.

The respondents were selected through a criterion-based sampling strategy, targeting individuals in various professional roles involved in the collaboration against economic crime. The empirical data were compiled through transcriptions, which enabled a structured and nuanced presentation of the respondents’ answers in relation to the analytical model, research questions, and aim. A thematic analysis was applied during the analysis phase, and the study concluded that different collaborative efforts against economic crime were conducted depending on government mandates, organizational structures, and professional roles. Examples of collaborations included information sharing, crime prevention, and joint operations.

The study also confirmed the existence of both hindering and enabling factors that influenced the success of collaboration. The main obstacle identified was confidentiality.

Despite improvements in the form of eased secrecy regulations, limitations in sharing between authorities remained. The authorities also had different priorities and mandates which hampered collaboration. According to the study, common goals, willingness to cooperate, and access to resources were required to increase the effectiveness of the authorities’ efforts.
