The Relationship Between Organizational Structure and Digital Maturity : An Interview Study on Digitalization in Swedish Municipalities (English)
Abstract [en]

Digitalisation is a central part of the public sector´s transformation. At the same time, research shows that digital initiatives often fail due to hierarchical organisational structures. This study explores the relationship between digital maturity, measured through DiMiOS, and organisational structure in 5 Swedish municipalities using a qualitative research approach.

Three structures were identified: centrally organised IT/digitalisation departments, combined silo- and centrally governed digitalisation, and ambidextrous IT departments. No clear correlation was found between structure and DiMiOS results, but certain patterns emerged. Municipalities with short decision-making paths, high flexibility, and a culture that supports innovation tend to achieve better outcomes.

Structures that combine central coordination with local responsibility, such as through digitalisation councils or object-based governance, can reduce organisational fragmentation and strengthen internal communication.

The conclusion is that digital maturity is not solely influenced by organisational structure, but by the interplay between structure, governance, culture, and leadership. This study thus provides insights into how municipalities can organise and manage their digitalisation efforts to enhance digital maturity.

Digitalisering är en central del av den offentliga sektorns omställning. Samtidigt visar forskning att digitala initiativ ofta misslyckas på grund av hierarkiska organisationsstrukturer. Denna studie undersöker sambandet mellan digital mognad, mätt via DiMiOS, och organisationsstruktur i 5 svenska kommuner genom en kvalitativ studie.

Tre strukturer identifierades: centralt organiserad IT-/digitaliseringsavdelning, kombinerad silo- och centralstyrd digitalisering samt den ambidextra IT-avdelningen. Inget entydigt samband kunde fastställas mellan struktur och DiMiOS-resultat, men vissa mönster framträdde. Kommuner med korta beslutsvägar, hög flexibilitet och en kultur som stödjer innovation tenderar att nå bättre resultat.

Strukturer som kombinerar central samordning med verksamhetsnära ansvar, exempelvis genom digitaliseringsråd eller objektstyrning, kan minska organisatorisk spretighet och stärka intern kommunikation.

Slutsatsen är att digital mognad inte enbart påverkas av organisationsstruktur, utan av samspelet mellan struktur, styrning, kultur och ledarskap. Studien ger därmed insikter om hur kommuner kan organisera och styra digitalisering för att stärka sin digitala mognad
