I Sverige är runt en fjärdedel av personer i arbetsför ålder anställda av någon av Sveriges 290 kommuner. Under de senaste tio åren har sjukskrivningen bland dessa anställda ökat med 60%. En så stor del av befolkningen och en så stor ökning i sjukskrivningar är motivet till att vi skrivit denna uppsats. 

Uppsatsen fokuserar på sju kommuners HR-arbete i syfte att få en förståelse för hur HR i dessa sju svenska kommuner arbetar med medarbetarnas hälsa under pandemi och identifiera utmaningar kopplat till organisationers möjligheter till att tillvarata hälsa på distans.

WHO definierar hälsa utifrån de tre aspekten psykisk, fysisk och social hälsa. Från WHO:s definition har vi funnit litteratur med vars hjälp vi jämför kommunernas arbete med rådande forskningsläge. Teorin visade på både möjligheter och utmaningar inom alla aspekter av WHO:s definition av hälsa.

Metoden som användes var semistrukturerade intervjuer som genomfördes med respondenter hämtade från sju olika svenska kommuner. Kommunerna valdes delvis slumpmässigt. Anteckningar fördes direkt och intervjuerna filmades. 

Empirin och resultatet utgörs av respondenternas svar som arbetats in i teman enligt WHO:s aspekter. Empirin och resultatet avslutas med en tydlig sammanfattning av respondenternas sammantagna svar uppdelade för att kunna analyseras mot teorin.

Analysen arbetades fram genom att systematiskt jämföra teorin med empiri och resultat och därmed kunna möta teori och praktik. Skillnader, likheter, nya möjligheter och obesvarade svårigheter framkom. 

Flera specifika slutsatser drogs utifrån analysen och det avslutande kapitlet innehåller även en kritisk analys av vårt eget arbete samt våra tankar över en del intressanta forskningsområden för framtiden. 

In Sweden, around a quarter of people of working age are employed by one of Sweden's 290 municipalities. During the last ten years, sick leave among these employees has increased by roughly 60%. Such a large part of the population and such a large increase in sick leave is the reason why we wrote this essay.

The thesis focuses on seven municipalities' HR work in order to gain an understanding of how HR in these seven Swedish municipalities works with employees' health during pandemics and identify challenges linked to organizations' opportunities tomaintain health at a distance. 

WHO defines health from the three perspectives mental, physical and social health. From the WHO's definition, we have gathered literature with the help of which we compare the municipalities' work with the current research. The theory pointed to both opportunities and challenges in all perspectives of the WHO's definition of health.

The method used was semi-structured interviews conducted with respondents from seven different Swedish municipalities. The municipalities were chosen partly at random. Notes were taken directly, and the interviews were filmed for the purpose of a later review.

The empirical data and the results consist of the respondents' answers that have been worked into themes according to WHO's perspectives. The empirical data and the results end with a clear summary of the respondents' total answers divided in order to be able to be analyzed against the theory.

The analysis was developed by systematically comparing the theory with empirical data and results and thus being able to meet theory and practice. Differences, similarities, new possibilities, and unanswered difficulties emerged

Several specific conclusions were drawn based on the analysis and the concluding chapter also contains a critical analysis of our own work and our thoughts on some interesting research areas for the future
