The electricity system and its challenges in a future Sweden (English)
Abstract [sv]

Sverige står inför en energiomställning både inom elproduktion och elkonsumtion. Med utgångspunkt i Parisavtalet och agenda 2030 har Sverige målet att vara klimatneutralt år 2045. Det innebär stora utmaningar för elkraftsbranschen. Industrier vill elektrifiera sin verksamhet och intåget av elfordon i transportsektorn går fort. Ökad elförbrukning och växande problem med kapacitetsbegränsningar är en del av de utmaningar framtidens elsystem kommer behöva hantera.

Rapporten syftar till att ge en bild över hur framtidens elsystem kan komma att se ut. Syftet är också att attrahera blivande och nya ingenjörer till elkraftsbranschen genom att hålla en hög läsbarhet. Den beskriver nationella och internationella klimatmål, hur det svenska elsystemet ser ut idag samt en kartläggning över dagens tillståndsprocesser för nybyggnation av elektrisk infrastruktur och elproduktionsanläggningar. Även vilka utmaningar det svenska elsystemet står inför med bl.a. kapacitetsbrist och behovet att utbyggnad.

I den bild av Sveriges framtida elsystem som framställts, undersöks tre elproduktionsscenarier som genom olika elproduktionsmixer kan förse Sverige med det prognostiserade elbehovet av 240 TWh/år. Ett scenario där kärnkraften finns kvar i samma utsträckning som idag, och de två andra utan kärnkraft där elproduktionen i stället fokuseras till solkraft respektive havsbaserad vindkraft. I alla tre scenarier förväntas landbaserad vindkraften bli kraftigt utbyggd. Troligtvis kommer Sveriges framtida elsystem inte återspegla något av dessa scenarier, utan snarare en kombination utav dem. De kraftslag som har förutsättning att byggas ut kommer behöva byggas ut för att nå de uppsatta målen. 

Med mycket variabel elproduktion i elsystemet uppstår nya utmaningar. Balansen mellan elproduktion och elförbrukning måste kvarstå. Balanseringen kommer att ske med hjälp av flexibel produktion, energilagring och efterfrågeflexibilitet. 

Rapporten konstaterar att Sverige har goda förutsättningar att bli väldens första fossilfria välfärdsnation. Det förutsätter dock att tillståndsprocesserna effektiviseras och politiska beslut möjliggör en snabb utbyggnadstakt av elnätet och fossilfri elproduktion.

Abstract [en]

Sweden is facing an energy transition in both electricity production and consumption. Based on the Paris Agreement and Agenda 2030, Sweden aims to be climate neutral by 2045. This means major challenges for the electric power industry. Industries want to electrify their operations and the introduction of electric vehicles in the transport sector is fast. Increased electricity use and growing problems with capacity constraints are some of the challenges that the electricity system of the future will have to deal with.

The report aims to provide an idea of what the electricity system of the future may look like. The aim is also to attract future and new engineers to the electric power industry by maintaining a high readability. It describes national and international climate goals, how the Swedish electricity system works today and a survey of current permit processes for new construction of electrical infrastructure and electricity production facilities. Also what challenges the Swedish electricity system faces with e.g. lack of capacity and the need for expansion.

In the picture of Sweden's future electricity system that has been produced, three electricity production scenarios are examined which, through different electricity production mixes, can supply Sweden with the forecasted electricity demand of 240 TWh/year. One scenario where nuclear power remains to the same extent as today and two scenarios without nuclear power where electricity production is instead is replaced by solar power and offshore wind power, respectively. In all three scenarios, land-based wind power is expected to be significantly expanded. The Swedish future electricity system will probably not reflect any of these scenarios, but rather a combination of them. The types of power that have the potential to be expanded will need to increase to achieve the goals.

With highly variable electricity production in the electricity system, new challenges arise. The balance between electricity production and electricity consumption must remain. The balancing will be made by flexible production, energy storage and demand flexibility. 

The report states that Sweden has good prospects of becoming the world's first fossil - free welfare nation. However, this presupposes that the permit processes are streamlined, and political decisions enable a rapid expansion of the electricity grid and fossil-free electricity production.
