Bakgrund: 1 januari år 2020 blev barnkonventionen lag i Sverige, vilket ställer högre krav på att Sverige följer dess artiklar. Det kommunala aktivitetsansvaret stöttar ungdomar som står utanför gymnasieskolan i åldern 16-19 år. Flera rapporter har tagits fram angående styrkor samt utvecklingsområden gällande det kommunala aktivitetsansvaret. Denna studie tar avstamp i dessa rapporter.

Syfte: Det övergripande syftet med studien är att ur ungas och professionellas perspektiv beskriva och analysera ungas rättigheter och inflytande inom det kommunala aktivitetsansvaret, för att därigenom bidra till att stärka arbetet med ungas rättigheter inom området.

Metod: Studien består av en mixed-method där den kvalitativa metoden som använts är fyra semistrukturerade intervjuer och den kvantitativa metoden består av en online-enkät.

Resultat och slutsatser: Studiens resultat visar på att ungdomarna inom det kommunala aktivitetsansvaret får sina rättigheter tillgodosedda inom vissa områden. De artiklar som oftast följs är artikel 2, 12 och 28. Ungdomarna har i stor utsträckning valt att delta i det kommunala aktivitetsansvaret och har goda möjligheter att åtminstone inledningsvis välja vilka insatser de vill ta del av. Resultatet visar också att ungdomarna upplever sig rättvist behandlade och samtliga verksamheter visade tecken på att ha studier i fokus för ungdomarna. Studien visar också på en del utvecklingsområden, där det huvudsakliga området är att det finns en skillnad i uppfattning professionell kontra ungdom gällande situationen som är och hur arbetet tillsammans ska fortskrida. Studien visar brister på kunskap om barnkonventionen, både hos ungdomar och professionella och den visar också att ungdomarna behöver få tillgång och insyn i sin planering i högre utsträckning och se och utöva sin möjlighet att utvärdera verksamheten.

Background: On the 1 of January 2020, the Convention on the Rights of the Child became law in Sweden, which has placed higher demands on Sweden to follow its articles. The municipal activity responsibility (KAA) supports young people who are outside the upper secondary school aged 16-19. This study draws inspiration from a number of reports that have developed development potential that exists to strengthen the work on the municipal activity responsibility.

Aim: The overall purpose of the paper is to describe and analyze young people's rights and influence within the municipal activity responsibility from the perspective of young people and professionals, thereby contributing to strengthening the work on the rights of young people in the area.

Method: The study consists of a mixed-method where the qualitative method used is four semistructured interviews and the quantitative method consists of an online survey.

Results and conclusions: The results of the study show that the young people within KAA receive their rights in certain areas. Where the articles that are followed the most are articles 12, 2 and 28. Young people have to a large extent chosen to participate in municipal activity responsibility and have good opportunities to at least initially choose what efforts they want to take part of. The results also show that the young people find themselves treated fairly, and all organizations showed signs of having studies in focus for the young people. The study also shows some development areas, where the main area is that there is a difference in perception of professional versus youth regarding the situation that is and how the work together should proceed. The study shows deficiencies in knowledge of the Convention on the Rights of the Child, both among young people and professionals. One also shows that young people need access and transparency in their planning to a greater extent and see their opportunity to evaluate the work.
