    Abstract [en]

    In this paper we explore the impact of PMS inconsistency on managerial role clarity and well-being. In addition,we investigate if problems with PMS inconsistency can be dealt with by convincing superiors to loosen their control reactions to variances, giving managers job autonomy and providing managers with support from superiors, peers and staff functions. Based on survey responses from 799 managers in one public sector organizationand 187 managers in one private sector organization we conclude that PMS inconsistency has negative effects on managers' role clarity and well-being. This situation does not improve if superiors practice loose control; on the contrary, it seems to make managers' work situation worse. Job autonomy and support appear to be better coping methods since they have direct positive impacts on managers' role clarity and well-being that counteracts the negative effects of PMS inconsistency.

    Catastrophes and accidents (natural,technological, or man-made) have been subjected to scientific research from different disciplines and perspectives for a long time. Examples of these perspectives include community risk and vulnerability, human behaviour during crisis, fire behaviour and eco-system management, decision-making, communication, and collaboration issues. This paper deals with different perspectives of preparation and prevention in terms of accidents and catastrophes. The overall aim is to present an overview of different aspects on the possibility for organisations and societies to be prepared for the next incident and to highlight emergency exercises as a part of crisis management. In the second part of the paper the project “Collaboration exercises—from parallelto synchronous”, is introduced. The project is carried out in Sweden, and aims to explore how collaboration between police, ambulance and rescue services is practiced and developed during exercises. Of particular interest is inter-organisational collaboration and learning during exercises. To develop an understanding of these processes, a range of different types of emergency collaboration exercises was observed and participants were interviewed about their experiences. Tentative findings from the studies so far are briefly introduced. Some challenges of using exercises to increase the preparedness for managing the uncertainty and the unexpected are further discussed.

    Abstract [en]

    This study aimed to elucidate exercise participants’ understanding of critical aspects of organizing and implementation of collaboration exercises with police, fire department and ambulance services. The focus is critical aspects in exercises that have, or are expected to have, bearing on the participants’ ability to learn. Collaboration exercises are used as a tool to reinforce and develop the preparedness for future incidents. The need for such exercises was usually advocated after critique to actions during largescale real-life incidents. The study had a qualitative approach and is based on phenomenographic analysis of interviews with participants from four exercises with different scenarios. The identified critical aspects of exercises were related to realism, acceptance for mistakes, exercise extent and aims and opportunities for joint discussions. The management of an accident can be described to a large extent depend on the organizations’ joint ability to adapt to the prevailing situation and to collaborate. For exercises to contribute to these abilities, they could benefit from shifting the focus to how to organize exercises that allow participants to test different decisions and actions, with less emphasis on the choice of scenario.

    Abstract

    The digitalization in the public sector poses challenges for the professionals that have previously not been using digital tools as a part of their everyday practice. Building on three qualitative research projects this study shed light on contradictions and tussles, as well as possibilities related to professionalism in the public sector. The three cases involve different professionals: cancer rehabilitation nurses, municipality communicators, and resident physicians. The paper aims to gain a better understanding of the impact of digitalization efforts on everyday work practices, and the emerging opportunities and challenges of using digital artifacts as a part of professional work. Our findings show how the transition toward digital work practices is pushing the professional boundaries of rooted professionalism in the public sector. The meaning of work and what it means to be a professional profoundly changes. The process of tuning professionalism in the public sector is not straight forward.

    The aim of the current review wasto study the existing knowledge about decision-making and to identify and describe validated training tools.A comprehensive literature review was conducted by using the following keywords: decision-making, emergencies, disasters, crisis management, training, exercises, simulation, validated, real-time, command and control, communication, collaboration, and multi-disciplinary in combination or as an isolated word. Two validated training systems developed in Sweden, 3 level collaboration (3LC) and MacSim, were identified and studied in light of the literature review in order to identify how decision-making can be trained. The training models fulfilled six of the eight identified characteristics of training for decision-making.Based on the results, these training models contained methods suitable to train for decision-making.

    Abstract [en]

    This paper reports on a study of the use of a competence management system in a public healthcare organization. Even though systems for documenting and managing competence information have been implemented widely in most sectors, there is a lack of research focusing the adoption and use of such systems in general, and in particular within the public sector. The use of the system was studied through interviews, observations as well as document studies. In our analysis, we focus on local adap- tation practices, and variations in use, as well as how this functionality is carried by social or materi- al parts of the system. By so doing, we show how contradictory perspectives of the system's purpose and use is present in the organization, and surprisingly unproblematic. We argue that our in-depth case analysis illustrates how efforts of standardization in a system benignly can co-exist with local adaptation and variation.

    This paper aims to get a reflective understanding of what prospective students and potential host organisations regard as pros and cons of a new International Master's Programme in Work Integrated Political Studies (WIPS), that is to be implemented jointly by University West (Sweden) and the University of the Western Cape (South Africa). Furthermore, the paper thereby also aspires to contribute to the theoretical discussion regarding work integrated learning (WIL) and contradictions between theory and practice, as well as academia and the real world. More specifically, the paper examines; (1) What are the positive and negative thoughts of prospective students regarding the Master's Programme in Work Integrated Political Studies? (2) What are the positive and negative thoughts of potential host organisations regarding the Master's Programme in Work Integrated Political Studies? (3) How do the respondents see the contradictions between theory-practice and the academia-real world in relation to the Master's Programme in Work Integrated Political Studies?

    This paper is built on two parts, one is the creation and evaluation of the new WIPS master and the second part highlights previous research in the field of WIL and theoretical contradictions. It is a qualitative small-n study of Sweden and South Africa. Through focus group interviews with students and semi-structured interviews with organisations, it is shown that the interest in the programme is high. A majority of both prospective students and potential host organisations would like to be a part of this new master's programme. The reason is the combination of work and studies, which is valuable for both the students and the host organisations. The programme aims to better prepare students for the labour market, which the students' desire and the organisations are sure of. However, the Master's Programme in Work Integrated Political Studies faces a challenge regarding being acknowledged as a third place-based design to overcome the theoretical contradictions. Respondents are still separating theory and practice as well as the academia and the real world, even if some can see and acknowledge the integrating aspects between the contradictions.

Territorial Cohesion is a vague political concept aiming at creating a balanced distribution of economic and social resources among the European regions in order to promote competitiveness and sustainable growth. Consequently, the potential to successfully

    implement territorial cohesion policy objectives under these conditions is low. This paper aims to discuss how territorial cohesion policy is implemented in the area of services of general interest.

    Performance measurement (PM) has become increasingly popular in the management of public sector organizations (PSOs). This is somewhat paradoxical considering that PM has been criticized for having dysfunctional consequences. Although there are reasons to believe that PM may have dysfunctional consequences, when they occur has not been clarified. The aim of this research is to conceptualize the dysfunctional consequences of PM in PSOs. Based on complementarity theory and contingency theory we conclude that dysfunctional consequences of PM are a matter of interactions between PM design and PM use, between control practices in the control system and between PM and context. © 2019, © 2019 Informa UK Limited, trading as Taylor & Francis Group.

    Court packing greatly threatens democracy. This paper examines, compares and draws conclusions from two attempts: The PiS government is near to packing Polish courts; President Roosevelt tried but failed to pack the U.S. Supreme Court in 1937. In most democracies a head of government with a legislative majority and strong party control can pack courts, giving complete control. The United States escaped; Roosevelt lacked complete party control. Poland is unlucky; PiS is strongly controlled. Peaceful domestic protest is necessary, but Poland’s hope is from EU-level institutional pressure, supported by major democracies, to reverse packing and prevent further seizure of power.
