    Abstract [en]

    In this article, we studied collaboration exercises (3LC) between the rescue services, ambulance services, and police force, which were developed to enhance learning and usefulness. The exercises’ structure was based on identified deficiencies in previous collaboration exercises. The purpose was to test the exercise model in terms of learning and usefulness. Ten 3LC exercises were observed. A total of 65 semi-structured interviews were conducted (2011–2014) in connection with the exercises. The exercises contained across-boundary elements, seminars, and interactive documentation. The participants were given the opportunity to discuss, analyze, and critically reflect on their efforts. During the seminars, the individual actions were analyzed, which led to alternative strategies that were subsequently tested in a repeated exercise. Our results demonstrate that repetitive features and seminars during collaboration exercises promote learning toward an organic behavior and usefulness in the actual incident work.

Medarbetare från fältet berättar om sina erfarenheter av samverkan, hur den tillämpas, om vilka möjligheter som finns och vilka svårigheter som behöver hanteras.Boken riktar sig till alla som arbetar i eller i anslutning till blåljusorganisationer.     Abstract [en]

    This study relates to collaboration exercises, with particular focus on the full-scale exercises between the police, rescue services and ambulance. To succeed in a complex situation, it requires that the personnel’s ability to collaborate across organisations be developed and refined.

    The overall aim of this study was to examine how collaboration is practised and how exercises lead to learning and usefulness. A research summary was initially done in this study. Based on that, a number of key concepts were developed that proved helpful when we followed the Swedish collaboration exercises through interviews and observations. The collected analysis has since been the basis for the design of a new exercise model, 3LC, three-level collaboration. It is based on the experiences we have had in studies of traditional exercises.

    The 3LC exercises that were conducted consisted of two practical sessions and three seminars. Each session was followed by an evaluative seminar with the aim that participants themselves would reflect and develop their patterns of behaviour. The two practical sessions were identical. It gave the participants the opportunity to rehearse and methodically try new approaches. The first exercise session was carried out according to the procedures that normally apply and govern the actions at an actual event. The second exercise session was preceded by a self-critical seminar where participants themselves identified what could be improved for the next exercise session.

    The research project was carried out from 2011 to 2014. A total of 19 collaboration exercises were studied, including 16 full-scale exercises. A total of 97 interviews and 125 hours of observation were carried out in this study. A questionnaire (CLU instrument) was developed, which was answered by 272 exercise participants.

    The study shows that collaborative sessions in the exercises contributed to the participants learning more and having greater usefulness from the exercises. 3LC exercises were perceived to enhance learning by 26 per cent and usefulness by 17 per cent, compared with traditional exercises. Collaborative exercises are benefitted when participants analyse their weaknesses themselves. Repetitive elements where participants try out alternative strategies improve preparedness prior to actual events.

    In this paper, the focus is on emergency exercises between the police, rescue services and ambulance. By practising, it is assumed that the conditions improve for a quick normalisation after an incident. The purpose of this paper is to identify whether the exercises are designed after organic action logic and therefore can be assumed to strengthen the ability to handle emergencies. Data have been collected at two large, regional, full-scale exercises (2008 and 2012). Data collection has been done through observations and document studies. The study shows that mechanistic behaviour is quite prevalent in the two studied exercises. They are time consuming and put little emphasis on practising organic behaviour. Too complex exercise scenarios contribute to a low tempo, long waiting periods and slow implementation. To succeed, the exercises need to have a non-linear time sequence and limited scenarios that invite participants to focus on organisational interfaces.

    Abstract [en]

    Artefacts reveal an organisation's ''inner life'' and they contribute to its image and reputation. They also play a decisive role for an organisation's development. In this article, similar artefacts from two different health care teams—a trauma team and a psychiatric team—in the same hospital, are compared. The team members were interviewed and their work observed over the course of several years. It was demonstrated that identical pieces of equipment in a trauma team and a psychiatric team signalled opposite values. The psychiatric team was backwardlooking, conservative and contradictory. Modern technology and pieces of equipment were associated with an abandoned and previously criticised activity. The corresponding equipment in the trauma team, on the other hand, signalled a forward looking, developing and unified culture. The trauma team was a relatively new and powerfully idealised phenomenon, which attracted attention. The analysis points out how the symbolic values signal that one activity is attractive and pleasing while another has a low external legitimacy.

    This article reviews the traditions of the health care industry while challenged by trends. Strong professions, ambiguous and contradictory aims, and a lack of resources have contributed to difficulties managing contradictory needs. One way to handle the situation is to introduce systems based on freedom of choice, inter organisational and professional work, and an improved degree of flexibility. The trends are mainly influenced by New Public Management control models. The mixture of new and traditional types of management control has produced organisational hybrids. These organisational hybrids have contributed to organisational tensions from the old as well as the new in an inconsistent but regenerating way.

    Abstract [en]

    Purpose - The purpose of this paper is to study why collaboration among police, fire, and ambulance services is minimised at accident scenes. Design/methodology/approach - Observations and semi-structured interviews were carried out during 2007-2008. The data material comprises a total of 248 hours of observations on 20 occasions and 57 interviews with 80 people.Findings - The study identifies the difference between rhetoric and practice in connection with accident work. Collaboration is seen as a rhetorical ideal rather than something that is carried out in normal practice. Asymmetry, uncertainty and lack of incentives are important explanations as to why only limited forms of collaboration are actually implemented.Research limitations/implications - The paper shows a distinction between collaboration as rhetoric and practical collaboration at accident scenes. Practical implications The article proposes a multi-faceted collaboration concept. In this way, collaboration can be developed and refined.Originality/value - The results of the study show that police, fire, and ambulance services want to develop excellent forms of collaboration at the accident scene, but avoid this as it leads to uncertainty and asymmetries and because of a lack of incentives. However, simpler forms of collaboration may be realistic in the organisation of everyday work at accident scenes.

    The aim of the study was to examine the emergency personnel’s perception of the effects of exercises, with regard to learning and usefulness. The exercises were quasi-experimental and constructed in such a way that employees from different organizations overlapped each other’s tasks. This was accomplished by: having asymmetries included in the scenarios, repeating exercise procedures and testing different strategies, which were discussed at joint seminars. The exercises were compared to a similar study, published in this journal, of nonquasi-experimental but merely traditional exercises. Surveys were distributed and collected from emergency personnel in connection with seven exercises. At the exercises, 94.3% of the personnel thought that the exercises had a focus on collaboration (traditional exercises, 75.6%).

    Purpose - There is a tendency in team research to employ concepts of stepwise models, reachingfrom the primitive to the excellent, to suggest that a higher level of evolution is better than the basic and simple. This tendency includes typologies of teams. This article aims to question the relevance of this view.

    Design/methodology/approach - Data were collected in three steps. In the first step, articles and books analyzing teams and teamwork from stepwise analytical models were collected. In the second step the collected data were classified into different themes. Each stepwise model was classified into one essential denomination. This classification resulted in eight themes. In the third step each theme was analyzed, which led to the fusion of some of the themes.

    Findings - The conclusion is that a synchronous, complementary or mature team is not necessarily optimal. Contrary to this, a differentiated, sequential or multi team approach can be optimal for some purposes. Team research needs to establish a more open, inductive and critical attitude than at present.

    Originality/value - The paper highlights the need to observe and use team theories in a balanced and critical way.

    Abstract [en]

    The aim of this study is to contribute to the literature on how involuntary backsourcing in public organizations is performed in practice and how it affects the relationship between principal and agent.

    The study focuses on two questions: (1) Which stages characterize the process when public contracts are involuntary terminated? (2) How does involuntary backsourcing affect the relationship between principal and agent during the transfer period? The study’s case concerns public backsourcing in Sweden, in particular, how a metropolitan municipality manages involuntary backsourcing.

    This study provides in-depth insights into backsourcing and its practice, as well as the degree to which the conflict dimension between the parties is affected. The study shows-paradoxically-that the relationship between principal and agent during the transition phase is characterized by dependence, mutual exchange of information, collaboration, and less conflict. The study contributes to developing the theory of backsourcing, particularly the behavior that is played out between principal and agent in the transition stage.

    The findings identify the need for public organizations which make outsourcing decisions to have contingency plans for bringing operations back in-house.

    Den här studien handlar om interorganisatorisk samverkan inom vård och omsorg. Här studeras vilka strategier som första och andra linjens kommunala chefer använder för att få till stånd en fungerande samverkan. Hur ser hindren ut och vilka strategier och överväganden gör cheferna för att övervinna dem. Den fråga som därför behandlas i denna rapport är; vilka strategier an-vänder kommunala chefer inom vård och omsorg för att implementera samverkan? I studien har data samlats in genom att 21 chefer inom vård och omsorg intervjuats. De chefer som medverkat i studien har alla varit verksamma i kommuner som deltagit i det Nationella kommunforskningsprogrammet, vilka är Borås, Göteborg, Lund, Norrköping, Piteå, Sjöbo och Stockholm. I studien har tre centrala iakttagelser gjorts. Dessa handlar om; 1) att cheferna väljer en form av situationsanpassad strategi beroende på vad sam-verkan har för syfte och med vilka aktörer som samverkan ska genomföras, 2) att cheferna behöver hantera den upplevda intressekonflikten som finns mellan att ta ansvar för den "egna verksamheten" samtidigt som de förväntas ta ansvar för samverkan med andra organisationer och 3) att cheferna har svårt att hantera sitt chefsansvar vid samverkan. Samverkan där linjestyrningen utmanas eller kompletteras med horisontell styrning är lösare reglerad vilket kan leda till oklar ansvarsfördelning och diffus arbetsdelning. Här kan chefer behöva tillägna sig andra uttryck för att utöva sitt ledarskap då den traditionella chefsrollen inte är lika väl anpassad till styrning vid samverkans-situationer.

    This article aims to study whether exercises contribute to learning that can be useful in actual emergency work. It reports the findings of a study about professional emergency personnel’s perceptions of the impact of collaboration exercises. Surveys were distributed and collected from emergency personnel in conjunction with three collaboration exercises that took place in Sweden in spring 2012. The survey included personnel holding different positions within the police department, fire department and ambulance services. Among them were also operational personnel such as officers. A total of 94 professional emergency personnel agreed to participate by answering the survey. The response rate was 95%.The study shows that collaborative elements in exercises contribute to perceived learning (R2 = 0:53), and that learning, in turn, has a perceived beneficial effect on actual emergency work (R2 = 0:26).The perceived results of collaboration,learning and their impact on actual emergency work, however, are moderate.The exercises were characterised by long waiting times and gave few opportunities to practise different strategies. Only a few respondents felt that they learned something about the collaborating organisations’ ways of communicating and prioritising. Many also thought that the exercises were more useful for command officers than for operational personnel.Thus, the study shows that by strengthening the collaborative elements of the exercises, the perception of the participants’ actual emergency work can be developed.

    We have this report studied change and strategy within organizations. The purpose of this report is to show how organizations can work with their changes and their strategy. Theory of these subjects has been developed with the help of scientific articles. Interviews with staff at the organization Innovatum have been done in order to create our own empirical data about changes and strategy. Innovatum is an experience center which is located in the town of Trollhattan. Innovatum is owned by the Foundation Innovatum, Trollhättan city and municipal Fyrbodals. To collect data to the empiricism the chosen method was qualitative interviews, this is because this method was considered to be most suitable and we wanted to have a deep and comprehensive data. Interviews were done with seven people, four women and three men. One of the interviewed was an operations manager, one was an economist and the rest were teachers. Theory and the empiricism has been analyzed in the report's discussion section

    The conclusion of our completed study was that for successful change requires that the organization focuses on creating positive attitudes and behavior towards change. To succeed with changes it is also important that the organization gives priority to a clear and effective communication. Competent leaders are also something that is important during change. The results of our study reinforced previous theories about what is important to improve the changes within an organization

    The conclusion of our completed study was that for the success of the strategy process in organizations, the organization is required to have an overall picture when deciding on strategies. An effective strategic planning is also something that is important for the strategies. It is also important that the organization is willing to take new ideas from their employees when designing strategies. The organization must not only make use of a single strategy. To succeed in the strategy process, the organization must work to make the strategic implementation properly functioning. The results of our study reinforced previous theories about what is important to improve the strategy process within an organization.

Frågan undersöktes med hjälp av teori från vetenskapliga rapporter samt egen empiri som skapades med hjälp av intervjuer.

    För att reda ut diskussionen om jämställdhet i bolagsstyrelser undersöktes vad jämställdhet egentligen är, där det togs fram att det absolut inte handlar om hur könsfördelningen för tillfället ser ut i en organsation. Om det är jämställdhet eller inte, handlar snarare om en individ vid en rekrytering blivit bortvald utav den orsaken vilken grupp denna individ tillhör.

    Anledningar till varför det är få kvinnor i bolagstyrelser togs också fram i rapporten där mycket tydde på att det inte är något ”glastak” som skapar den låga andelen kvinnor i bolagstyrelser. Istället var det orsaker som att det finns färre kvinnor med den utbildning och de erfarenheter som krävs för att sitta i en bolagstyrelse. Orsaker som att kvinnor i större utsträckning inte är lika intresserade av att göra karriär togs också upp. Enligt teorin i rapporten tydde också mycket på att kvinnor i större utsträckning ogillar konkurrens och att detta är en bidragande orsak till att det finns färre kvinnor i bolagstyrelser.

    I rapporten undersöktes också hur en tvingande könskvotering kan påverka organisationer, där resultatet var väldigt enhetligt att organsationer med största sannolikhet inte har någonting att vinna på att använda sig av en tvingande könskvotering i sina bolagsstyrelser. Det undersöktes också om bolag som har en jämn könsfördelning kan gagnas utav detta gentemot bolag som har mestadels män, resultatet som uppvisades var att det förmodligen inte finns något att vinna på att försöka ha en jämn könsfördelning. Vad som krävs av en individ som sitter i en bolagstyrelse skrevs också ned i rapporten, där bland annat följande saker utmärktes: Högskoleutbildning i ekonomi, teknik eller juridik, ledarerfarenheter, erfarenheter av att vara VD, kunnig inom området bolaget bedriver samt strategisk förmåga.

    Slutsatsen blev den att jämställdhetsdebatten kan vara viktig i den mån det handlar om att de som tillsätter styrelserna skall bortse från vilket kön eller grupp individen tillhör. Det enda som skall vara avgörande för vilken individ som rekryteras till en styrelse skall vara hur stor potential denna individ har att skapa lönsamhet och att utveckla organsationen. Det viktigaste för organisationerna är att de tillsätter de individerna som är bäst lämpade för uppgiften och då spelar det ingen roll vilken grupp eller kön dessa individer tillhör.

    The LEADER programme is aiming at transgressing existing boundaries between social sectors. It is done through the creation of partnership organizations and new regions. Viewed from a governance standpoint, the inclusion of actors from the private and non-profit sectors promises higher efficiency in delivering political goods through added resources and increased local knowledge.   The article will describe if the Leader-method function as a means of ensuring a bottom-up approach, innovation and decision-making in partnership. In the future Leader can be seen as a strategic tool for ensuring participation and cohesion. There will be a focus on following factors as: Partnership   An important question is how it is decided that representatives shall be invited into the partnership. Shall this be done in a relatively ordinary way or shall it include greater elements of new thinking and process orientation?   Process-oriented. In many guidelines for development work, it is pointed out that the work shall be carried out with a process-oriented manner of working. In order to succeed with a process work, a great measure of flexibility and fresh thinking is required with space for new ideas and new groupings. Bottom-up approach. In connection with local development, a bottom-up approach is often mentioned. Has the Leader-program contributed positively?  The article will also describe some Leader-projects who have the main effort to support a good life environment with a functioning public service attracting new people. These bring with them work or plans for activities who lead to increasing employment in the district.

    Abstract [en]

    Partially distributed teams (PDTs) can be described as a hybrid of traditionally collocated and fully distributed virtual teams. PDTs are teams that have at least one collocated subgroup and at least two subgroups that are geographically distributed and communicate with each other primarily through electronic media. While sharing many characteristics with both traditionally collocated and fully distributed virtual teams, PDTs also have their unique characteristics and challenges that PDT-leaders have to handle. For this qualitative study, we interviewed nine formal leaders (managers) for PDTs. Our aim has been to contribute with knowledge about and provide a deeper understanding of formal leaders’ experiences of leading PDTs, with the focus on challenges that PDT-leadership entails and leaders’ strategies to deal with these challenges. We have chosen to interview formal leaders because they are the ones who are responsible for the organisational activities to be conducted in accordance with the goals set up by the organisation. The leadership-in-PDTs-model we have developed is based on a metaphor representingl eadership in PDTs as a sea which leaders need to navigate. This metaphoric sea consists of three layers. The deepest layer represents the substance of leadership. The middle layer consists of virtual leadership theories, among which the theory of paradoxical virtual leadership is central. The upper sea layer consists of theories about PDTs’ unique characteristics and leadership in PDTs. These theories concern structural aspects of PDTs,emergent leaders, virtual distance, ingroup dynamics and different electronic communication norms. We have studied our empirical material based on thel eadership-in-PDTs sea model and conducted thematic analysis. The conclusion is that work in PDTs places new demands on leaders. In addition to confirming parts of the previous research on PDTs, we contribute to the research and to leadership practice by identifying other paradoxes and one more aspect of virtual distance in PDTs: location needs-paradox, the group identity paradox, the self-governing group paradox, the exclusion paradox and emotional distance. We also contribute by thematically identifying four new overall challenges met by leaders in PDTs: structural challenges, relational challenges, challenges related to lack of equality and challenges related to the above mentioned paradoxes. We also describe strategies the leaders we interviewed use to meet these challenges.

    This paper aims to discuss lessons learned of policy entrepreneurs to analyze how local policy entrepreneurs are acting in setting up local municipal contact centers - a Swedish local e-governmental initiative. The increased interest in political entrepreneurship has both analytical and practical grounds and implications. The networked governance settings demand new roles of entrepreneurial actors, which are approached here in relation to their localization, how they act to expand action spaces for themselves as well as others in the local community.

    …This case study is based on qualitative field studies. The main methods used were interviews with key actors, document studies and observations. The results indicate two main implications of Contact Centers; they localize public services and combine different services into a one-stop operation, striving to provide a ‘holistic’ approach to the individual citizen in her local context. However, contact center implementation also includes an organizational change within the municipalities, facilitating a reorganization of back-office procedures in order to optimize the efficiency and quality aspects. The policy entrepreneurs forming the contact centers promoted them from different perspectives and with varying ambitions. In one of the studied cases the core values of inclusion and participation grounded the design of the contact center, while in the other case the issue as such was the key – a new organizational approach. This is here explained as two illustrations of different approaches of policy networks and entrepreneurial behavior.

    Abstract [en]

    The purpose of this paper is to present a review of recent research theories and to draw some conclusions for a new tentative research agenda on the role of innovation with focus on its relevance for regional development in a European context. The paper is more policy-oriented than theory-oriented. The analysis is based on a literature review of 15 articles published in 2012 or 2013 and is a further study of a literature review analysis based on selected literature from 2011 and 2012. The method has an explorative approach that is primarily concerned with generating knowledge for building theory. Some tentative implications for a new research agenda are suggested although results imply that for some of the most innovative European regions, innovation does not always pay off.

        It is suggested to apply a broader view of the concept of regional innovation including not only technological but also other types such as social innovation. Further it is suggested that a region no longer should be viewed as a bounded territory with a set of characteristics but as a space of professionals and social networks. A more proactive role by regional governance is advocated. It is argued that there is an increasing role of regional policymakers, not least to develop policies for different types of knowledge that have not traditionally been considered central to their activities. A constructed regional advantage approach based more on the uniqueness of the capabilities of regions and not only on the basis of R&D efforts is still argued for. The importance of cross-sector knowledge interactions and the importance of combining different types of knowledge for driving innovation are suggested. Further, the concept of “learning region” is criticized and needs to be developed. A theoretical framework towards a suggestion for operationalization of the concept of “learning region” is presented.

    This chapter aims to describe and analyze a sample of small enterprises located in a region undergoing structural change with focus on entrepreneurship and e-government and is a further development of a previous study that focused on how municipalities supported entrepreneurship and destination development. In this study the focus is extended to include small enterprises contributing to development of tourist destinations within the same region. In-depth qualitative interviews weremade with twelve managers from ten small enterprises. Based on a theoretical discussion of entrepreneurship, e-government and regional development, the results indicate that networks and strategic networking were important for these small enterprises both in terms of developing the enterprise butalso to develop entrepreneurship for regional development. The findings further indicate that municipal information, communication and competence development in order to support entrepreneurship and the development of small enterprises could be improved. The importance of face-to-face contacts was stressed. The use of local e-government was hitherto limited to e-services for public procurement. The entrepreneurs who used the e-services had mainly positive experiences, although despite the complexity of the e-services. The respondents did not ask for more municipal e-services, but that could be a consequence of their limited experience of the potential of local e-government. The use of social media among the enterprises was limited due to lack of time, competence and motivation for most of the enterprises, although the potential of social media for marketing was seen as extensive. A few of the respondents were on the other hand very skilled in their use ofdigital media, as a consequence of their professional knowledge and business orientation.

    Abstract [en]

    This article will contribute to the debate about regional development in peripheral areas by examining the social capital in 14 villages in a Danish municipality, and particularly the influence of social media on the social capital.Contrary to the current public discourse in Denmark on peripheral communities and how they are falling apart because of demographic changes, economic cut backs, and structural changes, this study did not find one single village, where the social capital seems to be in any imminent danger. The article also proposes a different perspective on the operationalization of social capital. Social capital is typically measured in big international values surveys based on the variables network, trust and reciprocity. However, this study is based on a qualitative research with interviews in 14 villages in a peripheral Danish municipality. This in depth research shows that when examining the social capital of communities, the most valuable parameter is to look at the most typical proxy for network: associations and in particular the character of these associations. They furthermore give an indication of the kind of social capital they are building and maintaining.The study also shows that we might have to extend the notion of network to include that of social media as this type of network gets increasingly more important. However, the study cannot conclude that the communities not using the social media have less social capital then the one who does, nor that they are disconnected from the citizens.

    This paper aims to analyse experiences gained by entrepreneurs in small enterprises located in a region undergoing structural change, focusing on networking and e-government for local development. The study is a further development of a study that focused on how municipalities supported entrepreneurship and destination development. In-depth qualitative interviews were made with twelve entrepreneurs from ten small enterprises. Based on a theoretical discussion of networking, e-government and social media marketing, the results indicate that networks and strategic networking were important in order to develop their enterprises, which also contributed to local development. The importance of initial face-to-face contacts in order to build business relationships in networks was stressed. The use of local e-government was hitherto limited to e-services for public procurement, the use of social media marketing was limited due to lack of time, competence and motivation for most of the entrepreneurs.

    Abstract [en]

    This paper aims to describe and analyze municipal support of entrepreneurship and business development from an e-government perspective. We analyze two Swedish municipalities and a local tourism company partly owned by the municipalities located in a region undergoing structural change, focusing on efforts of municipalities to develop digital services to support entrepreneurship and business development to promote local and regional development. The research method is based on case study methodology. The case studies are part of the research project “Maritime Inlands – past, present and future strengths” (Marifus) financed by Interregional European Union Regional Development Fund (Interrreg). Based on theoretical discussions of entrepreneurship and e-government theories, the analyses of the two case studies show substantial variations in how they supported entrepreneurship. The findings indicated that e-government services so far have under-used potential for the studied municipalities and the tourism company in order to support efficient communication and information towards the entrepreneurs and businesses aiming at local and regional development.

    Abstract [en]

    Purpose – The purpose of this study is to explore the benefits and barriers for learning in industrial PhD education through the perspectives of industrial PhD students. A work-integrated learning (WIL) approach is applied to highlight key issues that university and industry need to consider promoting mutual learning.

    Design/methodology/approach – The empirical context is a Swedish university profiling WIL offering PhD programs in three disciplines for industrial PhD students from both the private and public sectors. Data was gathered using qualitative methods; 19 semistructured interviews with industrial PhD students.

    Findings – Findings show that industrial PhD students are developing practical and transferable skills, hence, contributing to research of interest for academia and work–life. Identified benefits for learning include proximity and access to data, project and networks and contextual understanding and tacit knowledge. Barriers for learning are the perceived limited understanding of employers, the dilemma of balancing and switching between different roles, lack of belonging and identity, deficient collaboration agreements and ethical dilemmas.

    Research limitations/implications – Contributes insights into an industrial PhD education transforming along with societal needs promoting a future workforce of researchers with skills, new work practices and learning capabilities applicable in the work–life of contemporary society.

    Originality/value – This study contributes to the emerging field of studies of alternative doctoral educations by identifying benefits and barriers for learning and providing recommendations for how university and industry may promote learning in a resilient industrial PhD education collaboration.

    It is Swedish government policy to use information and communication technologies to increase sustainability. This has implications for planning and local organization of communities. In the municipalities where most public services are provided, there are growing numbers of local contact centres (CCs) aiming to meet citizens’ needs for information and coordination of public services. The CCs localize public services and combine different services into a one-stop practice focusing on needs and demands of individual citizens and their unique situations. The municipalities hereby have to plan for service provision in new ways to meet more individualized needs that are also in line with improved sustainability. CCs are both local offices and advanced services on-line, as e-governmental services. E-government could be considered fast government, but this article aims to turn that obvious first impression upside down and discuss how e-government can slow down and make services more local, personalized and sustainable. Theoretically we take off from a time-geographical modelling of slow processes that has implication for slower, more sustainable development. Based on in-depth case studies of municipal CCs we argue that they are tools towards improved sustainability and localism, and that they are “slowing up” administrative processes. In particular, we point out that e-government has a potential to plan for, and promote, sustainability and slow local development.

    This study aims to elaborate on the meanings of policy entrepreneursand through the conceptualisation analysing implementation of local municipalcontact centres – a Swedish local e-governmental initiative. The paper buildson qualitative case studies including interviews, observations and documentanalysis, all analysed through the perspective of policy entrepreneurs. Localpolicies are implemented in relation to local cultures, norms and economicstructures. The networked governance structure demands entrepreneurial actorsto combine resources and interests into a change. Here we identified boththeoretically and practical, two types of such entrepreneurial actors. The issueentrepreneur focuses on the issue as such and focuses on the solution to a singleproblem. The political entrepreneur, on the other hand, focuses on core valuesand long term structural changes. The emerging networked governancestructure asks for improved knowledge on policy entrepreneurship both foranalytical and practical improvements. The findings may provide usefulinformation for municipal e-government planning specifically when planningfor implementing contact centres. The study enriches the existing literature onpolicy entrepreneurs in networks expanding the roles to include also local e-government contexts.

    This article reports on destination development from the perspective of the field of tourism, explored by a descriptive study comparing three local Destination Management Organizations (DMOs) focusing on e-government and networks. Local DMOs are often founded by local municipalities and enterprises in conjunction to promote the tourism industry. This study includes three cases in Scandinavia, having inland water areas in common, situated in regions that are undergoing structural change. The research method is based on case study methodology with use of qualitative in-depth interviews and document studies. This research provides insight into and deeper understanding of some important aspects regarding the use of e-government and networks that contribute to destination development in an Scandinavian context.

    Abstract: This article presents a review of recent research in order to discuss a new research agenda on the role of innovation, with focus on its relevance for regional development in a European context. The research question addressed is: what are the theories in recent literature on innovation in the perspective of regional development in order to develop policy-oriented conclusions? The analysis is based on a literature review of 15 articles published in 2012-2013 and is a further literature review analysis from 2011 and 2012. Results are indicating that there is an increasing role for regional policymakers e.g. that policymakers must both recognize and develop policies for forms of knowledge that have not traditionally been considered central to their activities, and an increasing role due to existing multi-level governance. Furthermore; the learning region concept needs to be developed; a broader view and development of a heterodox approach to innovation including not only technological but also other types such as social and public innovation and the importance of networks and social capital for regional innovation are stressed.
