    Abstract [en]

    Most organizations have high hopes regarding the potential for eLearning to address the increasing demands for constant learning that characterizes life in a knowledge society. However, most existing designs are strongly influenced by traditional classroom-based education, and are consequently poorly adapted to the situated conditions of real work practices. This paper tries to frame a research domain labeled work-integrated learning, where focus is set on developing innovative tools and methods for technology-mediated learning, rooted in understanding of the specific conditions for various organizational settings. The paper proposes a four-level stage model as a framework for both analysis of organizations and design of new tools and methods for eLearning.

    Abstract [en]

    This is an EU-funded project related to cross boarder collaboration for educational purposes supported by information and communication technologies between Danish, Norwegian and Swedish schools. The project started in 2011 and extends to 2014 so this empirically dominated paper reports on early findings related to cross-border collaboration challenges. The aim of the project is to develop innovative cross-border teaching models by the means of user-driven, practice-based co-design processes between practitioners and researchers. In the first year, 18 classes from 13 schools in Denmark, Norway and Sweden in the Öresund-Kattegatt-Skagerack region participated. Organized in so called Nordic class-match groups (consisting of students and teachers from one class in each country) new cross-border teaching models are co-created, tested and evaluated in an iterative process. Since teaching models are subject dependent, the project develop teaching models in several subject domains, i.e. math, language, science and social studies / history. Heretofore findings show, however, that organizational and technical issues have superseded and squeezed out subject-oriented discussions due to surprisingly many practical issues that needed to be handled first. We have identified three major thresholds to overcome. The first is related to technical difficulties in schools when diverse IT systems are to be synchronized. The second threshold concerns scheduling coordination difficulties in order to allow synchronous cross boarder collaboration. The third threshold concerns linguistic and communication difficulties rooted in participants communicating in their respective Nordic language. Being able to communicate within Nordic languages are explicit learning goals in all three schools systems, and therefore part of the project aim and consequently all participants are expected to use their native languages when communicating. The next phase of the project is therefore to find solutions to these technical, organizational and linguistic barriers, and already now we see some barrier breaking models taking shape in the active network of Nordic teachers, students, school leaders, IT support teams and researchers.

    Abstract [en]

    Purpose: Within the ongoing digitalization of society and dimensions of integration, equality, citizen needs, sustainability and quality of life are of increasing importance as driving forces for cities to become smart. The purpose of this paper is to examine participatory management challenges in becoming a smart old town in the context of cultural heritage. Design/methodology/approach: An explorative approach was applied on a qualitative single case study including in-depth interviews with 21 stakeholders representing local entrepreneurs, nonprofit organizations, the municipality, politicians, tourism organization and residents of an old town district in a Norwegian city. Additionally, participatory observations and document studies were performed. Findings were continuously validated with the respondents. Findings: The present study contributes with stakeholder views on challenges arising from the development of a smart old town and suggests possible innovative solutions for participatory management. The transformation of a city with cultural heritage into a smart city require efforts that go beyond smart ICT implementations into issues of social sustainability. Research limitations/implications: The study brings forward the opportunities that lie in the dynamics of interaction between the spirit of cultural heritage and the body of participatory management. It con-tributes by responding to calls for further research to deepen the insights into stakeholder inclusion in cultural heritage-based city transformation. This explorative study has its limitations as it is based on one qualitative single case. Practical implications: Participatory management insights and recommendations for smart city transformation are provided. Social implications: The study addresses socially sustainable outcomes to create democratic conditions that promote inclusion and community building by understanding what people need and expect from the place where they live and work. Originality/value: This study is positioned as unique in terms of its complex nature of transforming an old town to become a smart old town based on cultural heritage and an open and coordinated inclusion of stakeholders. Smartness in context of city transformation is revealed in many dimensions ranging from technology-driven to more participant-driven.

    Current trends among business companies imply that sources of human competencies are spread across intra-organisational and inter-organisational units into networks of organisations of different kinds. This paper explores the challenges for design of competence management systems (CMS) raised by inter-organisational collaboration in a network of private companies. We take the point of departure from the co-workers’ abilitly to explore and manage their competence. The research question to be answered is: How can a network perspective on competence management systems empower co-workers? The paper presents findings from an on-going research project aiming at identifying design implications of a network competence management system (nCMS), where the role of the individual is valued crucial for its success. We argue that there is a need to take a critical stand towards common assumptions of CMS as a tool for intra organisational strategic work - instead a nCMS should empower the individual member of the network organization.

    För att Sverige ska kunna konkurrera i den globala ekonomin måste våra studenter med examen från högre utbildning vara redo för en karriär i arbetslivet. För Högskolan Väst innebär detta att våra utbildningar ska utvecklas i samverkan med partners från omgivande samhälle för att kunna erbjuda ett relevant och attraktivt utbildningsutbud, som svarar mot arbetsmarknadens långsiktiga kompetensbehov. Vid Högskolan Väst görs detta strategiska arbete inom ramen för vår profil arbetsintegrerat lärande (AIL). För oss bygger AIL-profilen på att avancerad kunskap skapas på många håll i samhället och att teoretisk och praktisk kunskap är lika viktiga. Vi vill att våra studenter utvecklar förmågor och färdigheter som gör att de kan ingå i och driva hållbar samhällsutveckling i praktiken. För att uppnå en strategisk och kvalitativ utveckling av AIL beslutade Högskolan Västs styrelse att AIL-certifiera alla utbildningsprogram med ett tydligt hållbarhetsperspektiv. Kvalitetsprocessen kallas AIL-certifieringsprocessen, vars syfte är att säkerställa att alla studenter möts av och kritiskt kan reflektera kring till AIL, dess innehåll, värde och utmaningar utifrån ett hållbarhetsperspektiv. Denna studie presenterar erfarenheterna från två omgångar av AIL-certifieringar där 11 utbildningsprogram genomgått processen. Arbetet har inneburit utformning av kriterieområden för att kunna kvalitetssäkra kursplaner och utbildningsplaner utifrån olika kunskapsformer. En initial vägledningsmodell med kompletterande inspiration och stödstruktur till kriterieområdena har tagits fram. Resultatet visar på att det finns ett flertal olika typer av AIL-aktiviteter som återspeglar mångfalden av AIL i undervisningen och de sätt som utbildningar vid Högskolan Väst har relation till och samverkar med arbetsgivare och organisationer. Processen kom att präglas av kollegialitet och erfarenhetsutbyte vilket även resulterat i kvalitetsutvecklande aktiviteter inom program och kurser. Det långsiktiga bidraget är att ta fram ett kvalitetsramverk för AIL i högre utbildning med tydlig koppling till hållbar utveckling. Ett sådant kvalitetsramverk ska kunna spridas till fler lärosäten som systematiskt vill utveckla AIL som en tydlig kvalitetsdimension i högre utbildning.

    For Sweden to be able to compete in the global economy, our students with a degree from higher education must be ready for a career in working life. Today's work life is facing a major ongoing transformation, characterized by increased complexity, higher specialization, and digitalization. This demands competencies beyond traditional theoretical knowledge, such as preparing for uncertainty and unknown outcomes (Barnett, 2000; Vallo Hult & Byström, 2021). Therefore, it is essential to engage students in learning to learn, i.e., lifelong learning so that the tools and methods for learning in higher education can also be developed through future work (Billett, 2014; Islind, Norström, Vallo Hult, & Ramadani Olsson, 2021). For University West, this means that our education programs must be developed in collaboration with industry partners from the surrounding society to provide arelevant and attractive education, which corresponds to the labour market's long-term competence needs. We want our students to develop abilities and skills that enable them to be part of and drive sustainable societal development in practice.

    Work Integrated Learning (WIL) is University West's overarching profile, based on the concept of advanced knowledge – characterized by complex problem solving – and the mutual acknowledgment of advanced knowledge within the academy and among its partners. What characterizes WIL at University West is that we have developed and refined a combination of different approaches over a long period, including research -based WIL, through fundamental learning concepts such as socio- cultural, critical and action-oriented learning theories. These influences have shaped WIL at University West into a dynamic and academic area of knowledge and subject. 

    In order to achieve a strategic and qualitative development of work-integrated learning, the University West Board decided to WIL-certify all educational programs with a clear sustainability perspective. The quality processis called the WIL certification process. It has now been developed at the university fortwo years.Experience andrefinements are ready to mature into an overall quality framework worth conceptualizing and disseminating to more universities that systematically want to develop WIL as an explicit quality dimension in higher educa tion. The project is still ongoing but have generated some preliminary findings and outcomes from the initial phase. Data collection activities include workshops and focus groups with selected participants from the target groups at the university (managers/prefects and teachers) as well as at the collaborative partner organization (managers and supervisors/mentors). The focus of the workshops was placed on capturing the participants understanding and perspectives on WIL as a concept, and to map the conditions for and experiences of conducting WIL in teaching and learning at work. We aim for identifying good (or less good) examples of WIL, what they are, how they are understood and why they are (or are not) important.

    The purpose of this paper is to describe the lessons learned so far and present a conceptual quality framework for WIL in higher education with a clear connection to sustainable development. The quality framework may function as a mediating “support object” between higher education institutions, industry partners, and actors in the surrounding society to promote WIL concepts and experiences in collaboration strategies.

    For graduates to be able to compete in the global world, study programmes must include knowledge, competences and skills that ensures that students with a higher education degree are ready for both a complex working life and continuous competence development. This demands competencies beyond traditional theoretical knowledge, such as preparing for uncertainty and unknown outcomes. Therefore, it is essential to engage students in learning to learn, i.e., lifelong learning so that the tools and methods for learning in higher education can also be developed through future work.

    At University West (UW) in Sweden, this means that programmes are developed in collaboration with societal partners to provide a relevant and attractive educational offer. The University West uses the concept of work-integrated learning (WIL) to embrace a sustained/systematic collaboration with strategic partners outside academia. We consider that knowledge is created in the encounter between academia and our strategic partners, through the integration of knowledge, skills and competences acquired both within academia and work life.

    To achieve a strategic and qualitative development of work-integrated learning (WIL), the Board of University West in 2018 decided to WIL-certify all educational programs including a sustainability perspective and enhance this process by engaging in strategic partnerships with stakeholders from civic society to international companies. The process is a development of existing and future programmes and their pedagogical approach. The WIL certification process has developed into a renewal of the pedagogical approach through a development process based on a lively exchange of experiences from study programme representatives from political science to nursing; and discussions with our strategic partners that benefits both students, staff as well as the strategic partners through competence development and lifelong learning.

    The purpose of this paper is to describe the lessons learned so far and present a conceptual quality framework for WIL in higher education with a clear connection to sustainable development. Based on the experiences from the development of the institutional WIL project and a Swedish Innovation agency (VINNOVA) research project we aim for a better understanding and insights into how theoretical and practical knowledge can enhance learning both within academia and within strategic partners. Data collection activities include workshops and focus groups with selected participants from the target groups at the university (managers/prefects and teachers) as well as at the collaborative partner organization (managers and supervisors/mentors). Initial findings suggest that the meeting between academia, working life and the surrounding society can ensure that insights, solutions and mutual development are created to meet the challenges society faces. The paper will discuss the methodology of creating work-integrated learning environments that include well-functioning communication and a community of practice (Wenger, 1998) connecting learners, teachers, and other staff with local, regional and national stakeholders.

We are at present facing the challenge of integrating an actual business work process with an sustainable knowledgeand learning process in an on-going action case research project together with a company withinthe chemical industry. We argue for a greater appreciation of informal learning processes as powerful complements to formal training and capability building. The implications from the casestudy so far, are that the business processes need to reconsider its learning capacity from the pointof view of actual work practice. We propose the vision of a work-integrated knowledge community that is facilitated by crossing boundaries in the daily work practice of business organisations

    Designing for learning at work in a manner that embraces the rich situatedness of practice involves a number of challenges in bridging normative and descriptive perspectives, as well as closing the gap between IS design theory and practice. In this paper, we propose a grounded approach that combines influence from learning theories with studies of existing learning practices. This approach could result in learning models, constituted of a sequence of learning activities that outlines the didactics of the workplace. The arguments are based on the empirical findings from an action-oriented research project in collaboration with six SME:s, and are illustrated through a e-learning model called “The Competence Kick-off”.

    Abstract [en]

    This paper presents lessons learned from an action research venture involving a network of SMEs and a group of IS researchers. The purpose is to discuss some fundamental methodological issues that we learned when doing action research with a network of interrelated organizations, rather than report the action research project itself. Our results are presented as four dualities that should be addressed throughout diagnostic and therapeutical activities in a network action research project. The dualities (teach–learn, local–global, multifaceted–unified, and liquid–crystal) are forwarded as analytical scaffolds to cope with the inherent difficulties of understanding and acting in IS action research projects, especially network action research.

    Abstract [en]

    Abstract: As enterprises become increasingly information centric, making improvements in their information management activities becomes their top priority to assure their continuing competitiveness. The current problems related to enterprise information modelling seem to concern incompatibilities, poorly understood standards, codification and incoherent use of organisational information objects. We argue that the technical architecture and design, as well as the organisation, processes and knowledge dimensions, by which the Enterprise Information Model (EIM) is developed, managed, used and sustained all are equally important. Our business focus suggests us to view information as a corporate asset and by doing so it becomes natural to strive for increased return on information investments, hence “Return on Information“. The research aim was to examine the possibility of a generic model to depict and describe an organisation's information to support the understanding and management of the information. The main conclusions are that an EIM can be developed. The model construct must be built on aspects from different research domains, resulting in a multifaceted holistic model. The flexibility of the model suggests the model to have generic capabilities and support the management of information and leverage higher “Return on Information”. Implementing an EIM which stops at just documenting “as is” status is of no value. The critical success factors for implementing an EIM is to integrate into existing processes, organisations, roles and responsibilities to ensure the sustained maintenance of the model and its content. The model as such allows a stepwise implementation both related to choice of model dimensions and components as well as to choice of information objects

This new scene especially affects administration, which can no longer neutrally deliver public service, but becomes involved in processes of consideration and judging what rules and traditions seem most appropriate in the situation.Through deep interviews and workshops with municipal communicators, we examine this balancing act when communicators use social media for external communication. We use a practice perspective to characterize and conceptualize an emerging approach to public service.

    This paper discusses how communicators at the municipality, in their work, negotiate the tension between a traditional role of an 'informative administrator' and a 'promoting, engaging social media profile'. The work is learned by carefully transgressing municipality social media and IT policy and by transforming social media practice from private and commercial use of Facebook, towards a new practice founded in democratic values.

    Social media has become an important strategy for municipalities to disclose a massive amount of information with relatively low cost and to create engagement with citizens. However, fostering participation and citizen engagement on social media platforms is still a great challenge for municipality administration as well as for research. Despite a widespread diffusion of platforms such as Facebook in municipalities, interaction level is relatively low compared to private organisations. We know from previous research that citizens' engagement with municipalities on Facebook is related to the municipalities' tradition of openness and transparency and their local administration style. Municipalities with a tradition of transparency are to a greater extent using features in Facebook that enable citizen engagement.Hence the organisational context where the engagement takes place is a crucial factor.However, what is often forgotten when trying to understand how engagement emerges on municipality social media platforms is the intentions of the platform providers and the emerging social logic of the platforms in use. A digital platform such as Facebook cannot be regarded as one overall technology choice, but as a platform provider that promotes services and tools along with a considerable amount of conditions and regulations. As social platforms are being adopted and matured, the huge amount of data concerning user behaviour and interaction patterns has changed from being side business to core business for the platform providers. This is applied,for instance, in the possibility to harvest and sell data. Overtime, the logic of such platforms has become more advanced and its ability to shape and transform the communication patterns has grown stronger and become critical. So, what implications do such a platform logic have on municipality administrations' use of Facebook? A content analysis of online interaction on four municipalities' Facebook pages during a period of two years was conducted. Approximately 6000 posts and comments were categorised by content, media type and tone. Engagement such as likes, shares and comments were then measured for the different categories.Empirical findings indicate that municipality communicators have problems both to reach out with information and to create engagement on Facebook. It is important for the communicators to be politically neutral, correct and speak with the voice of the whole municipality (i.e. not too personal). This way of being, however, does not work so well on Facebook.They report having gradually adjusted their work (content, tone, media type and timing) to what is spreadable, sharable and commentable according to a Facebook logic. The communicators say they feel forced to post pictures of blossomtrees and check-ins from the lunch restaurant in order to get likes and shares. They know that if they don't do this they will lose citizens' attention and they will not reach out with more important posts. They are aware that posts that are interesting to see and read are not sufficient; posts also need to trigger people to like, share and comment. The socialmedia work needs to be designed in accordance with a unique Facebook platform logic.

    This paper aims to contribute to the body of knowledge on IT and learning at work with a special focus on new competence in the public sector. It also extends an existing framework of e-government transparency and citizen engagement by taking into account the role of Facebook as a platform with highly structured strategies for how to foster a special kind of sociality and engagement. The practical contribution implies new knowledge for staff and management in the public sector to develop competence to manage transparency and engagement through social media.

    Purpose – The purpose is to develop a work-integrated learning (WIL) model for university-society research collaboration facilitating societal impact toward short lag yet sustainable societal impact for local innovation. Design/methodology/approach – The methodology applied was engaged scholarship based on a WIL approach involving a network of collaborating partners from different sectors of society and cross-disciplinary university researchers. Mixed data collection methods were applied. Findings – Conceptualization of university-society research collaboration for local innovation is presented asa WIL model including the elements of continuity and commitment, coordination, communication andrelationships, trust, courage and creativity and co-creation opportunities. Short lag societal impact as local innovation was identified as product and process innovations. Research limitations/implications – Further validation of the model is encouraged for the model to beviable in various contexts and to generate different kinds of societal impact. Practical implications – The model may act as a governing tool for project management to facilitate cocreative and short lag societal impact for local innovation to ensure that engaged and learning activities are membedded in the collaborative process. Social implications – The model has implications for inclusiveness and co-creation fostering transparency, respect and mutuality in university-society research collaboration and to equate both academic and practiceknowledge.Originality/value – The conclusions drawn support the understanding of a WIL approach practicing engaged scholarship in research collaborations. The main theoretical and practical contributions of the article are the conceptual model for university-society research collaboration generating short lag societal implications and local innovation.

    This research aims at innovative IT support for competence management (CM) integrating organizational, group and individual perspectives. Our method is action case research resulting in a design model. This paper addresses our overall approach towards an integrative CM system, which is usage-oriented. Based on in-depth analysis of seven business companies’ CM activities, we present a new interactive visualization model for CM. The model is suitable for explorative analysis and for communicating competence situations at individual, group or organizational levels. It provides support for constructing competence information incrementally. We view competence descriptions as negotiable estimations with varying verification levels, and use a competence representation which deals with uncertainties of estimations. Our view on competence is novel, and has far reaching consequences. Future work includes a running prototype and planned pilot studies.

    Enterprises within the experience-based economy face big challenges when investing in IS applications for their products and services. Especially, organizations and services that offer different kinds of attractions and experiences have realized the emergent use of mobile technology. In this paper we explore in what way an IS (information systems) design can enhance experience-based activities conducted at a Swedish regional museum. The research presents an in-depth analysis of a case study along with requirements and design activities for a location-aware, auditory museum guide, primarily aimed for people with visual and language disabilities was developed. We argue that in order to keep in pace with the on-going growth of experience-based and IS design initiatives, enterprises and designer must consider its value for their businesses. Thus, we have developed a three-level strategy for valuing enhancements of a proposed IS application. The strategy proved to be particular fruitful for both designers and managers when assessing the potential of various enhancements to generate values for the different target groups.

    We present ongoing work on the design of an information system for users with reading disabilities and users with reduced vision. The design target is a portable, auditory, location-aware information system, to complement visually displayed information in exhibitions. Applying a user-centered, we identify non-typical user-groups’ specific requirements, which are turned into a design. The first design-iteration, which includes a formative evaluation, using a mock-up prototype, with dyslectic and visually impaired participants, is completed.     In this paper we elaborate on the process of designing usability evaluations of technology that is to be integrated into specific real work settings, and where technology is the main target for change. Our research question relates to both what to evaluate and how to evaluate, and the ambition is to support evaluation designers on a practical level. We propose an explorative, operational method for usability evaluation design, which makes the design process explicit and design decisions more tractable. The evaluation design method is illustrated by an empirical example of how to design a comparative usability evaluation study, in a health care setting. The method supports the designer on a conceptual level by describing the different levels in the evaluation design. On an operational level it supports the designers by defining transitions between levels. And, on the analytical level it provides a template for a usability matrix, which allows for an explorative approach of constructing the conceptual content as well as a structured way to define and refine usability measures. However, the method needs to be further tested in other settings.

    Abstract [en]

    Much research shows several implications that business collaboration and knowledge exchange takes place across several inter-organisational network constellations. As organisational boundaries become inter-connected into networks of people and resources there is a need to consider the value and effects of such non-traditional networking businesses. This paper portrays how business managers perceive the role of an organised business network and what values cross-company business networking generate. 16 in-depth interviews form the foundations of this preliminary findings. The research question is: Which are the incentives for participation in business networks? The aim is to better understand incentives and values for participation in order to design and manage the business network organisation more effectively. Our argument is that the specifics of incentives and preconceptions of business networking have big impact on how valuable the actual effects of such network participation are. From this study we also discuss implications of how the network can facilitate and coordinate for increased business opportunities.

    Abstract [en]

    In this paper, we build an evaluation tool for assessing the business impacts of an electronic order-topayment cycle. Based on a literature review and expert interviews, we formulate a three-stage model which includes performance indicators for electronic order, electronic invoice, and electronic payment processes. In addition, we pinpoint the inter-process linkages. We test the proposed evaluation tool in a business context and find that the impacts of automating the order-to-payment cycle relate closely to cost avoidance. However, a strong emphasis on asset utilization can be observed as well – better use of IT could enhance utilization of existing human resources and capital, affecting company profitability.

    Abstract [en]

    The purpose of this paper is to explore attitudes towards IT among various categories of health care staff; health care professions. We will identify problem areas that may be the reasons for why different attitudes among different professions at a healthcare organisation exist, and subsequently we will analyse how this may have impact on how to make sense of IT use. The research question is: What factors may explain differences regarding attitudes to IT among different professions in a health care organisation?

    The paper reports from a particular study of the “NU” healthcare organisation in west Sweden. The results reveal two main problem areas: i) the infrastructural and; ii) the socio-organisational. These are discussed as analytical implications for bridging the gaps between different professions in health care organisations.
