    Populist parties and the failure of the political elites: the rise of the Austrian Freedom Party (FPÖ)2016Bok (Fagfellevurdert)
    Abstract [en]

    The author analyses the reasons behind the electoral success of European right-wing populist parties. Using the Austrian Freedom Party under Jörg Haider as a case study and with a richness of primary material, he argues that their success is only partly caused by "racism". It is also, and more prominently, the result of populism – i.e. a critique of the "elite". These parties and their voters should not, then, be labelled as arrogant insiders attacking downtrodden outsiders like immigrants, workers, and minorities. Instead, the right-wingers are more justly portrayed as outsiders and underdogs, raising their anger and frustration against the insiders: the "media elite" and the "leftists and the artists".

    In this piece, Goran Adamson argues that the anti-racist rhetoric is naive and dangerously counter-productive. In theory, they refer to populist parties fueling on the anti-racist elite’s outcries. In practise, however, the anti-racists have forgotten all about it, and seem to believe that right-wing populism will vanish if only it is told off. Shocked, anti-racists say populist parties gain voters despite having certain views. But nobody votes on a party despite its view. True to leftist sensationalism, anti-racists always talk about fascism within right-wing populist parties, thereby overlooking a wide array of other causes for voter appeal. Prone to instant aggression, anti-racists react with fury to any populist provocation, thereby contributing to the meteoric rise of contemporary populism in the West. Instead of conducting a proper analysis, anti-racists say how can people vote on these parties and so on - much like an anti-racist bourgeoisie. Anti-racists, Goran Adamson claims, seem to think knowledge of right-wing populism is compromising, as if you would be tainted by it. In fact, it is the other way around. Criticism requires knowledge - and an ignorant anti-racist might, in the long run, have no power to resist the allure of right-wing populism. People vote on right-wing populist parties, anti-racists maintain, because these people fail to understand. But they claim they do, even though they have reached other conclusions. The responsibility of the financial and political classes for provoking popular reactions is minimized, while the distress among ordinary people is belittled or moralized. The political class ignores a central leftist principle: social behavior has often political/economic explanations. As a direct result of multiculturalism, the pet theory among anti-racists, society’s underprivileged groups - domestic workers and migrants - are in constant conflict instead of uniting against globalization and neoliberal deregulation. This is called divide and rule. In their quest for ideological purity, any anti-EU sentiment, anti-racists claim, is right-wing extreme, hence driving scores of voters into the arms of right-wing populism. These parties are further boosted by the fact that anti-racists sneer at family values and cultural traditionalism. Vocal victims of EU’s austerity measures are dismissed as right-wingers, further fueling political polarization. Popular and populist, anti-racists maintain, is basically the same thing. As a result, democracy becomes politically tainted, and the anti-racist elites are the only safe-guard against unaccountable elites. Right-wing populists never cease to talk about our roots, while multiculturalists never stop talking about roots overseas. Save for that geographic detail, they are two branches of the politicalromantic tree. Right-wing populist parties prosper, but not despite anti-racist efforts, Goran Adamson argues, but as a result of them.

    Media and the Muslims: A thesis on media framing & priming in Argentina2011Independent thesis Basic level (degree of Bachelor), 10 poäng / 15 hpOppgave
    Abstract [en]

    All over the western world, media are giving Muslims the role as scapegoats for everything that is wrong with society. Through grave generalizations as well as alleged connections between Islam and terrorism, social categorizations are established in which Muslims become the ‘others’. Research has been made on a various amount of western nations, with the exception of a few, and this thesis explores how Argentinean media portray Islam and Muslims. With the use of quantitative and qualitative text analyses, the result will show the levels of priming and framing in relation to earlier research. By assuming social constructivism, a high frequency of these two ‘faces of power’ would affect societal relations, possibly creating a gap between an ‘us’ and ‘them’. Our findings suggest, however, this is not the case in Argentina; on the contrary, Argentinean media lack the frames which make Muslims ‘others’. This important discovery implies that the relationship between Islam and the West of today does not necessarily have to be one of two combatants, incapable of coexisting.

    This bachelor's thesis is a descriptive study of the refugee media discourse and refugee media representations during 2016 in the 5 biggest Swedish newspapers (Aftonbladet, Dagens Nyheter, Expressen, Göteborgs-Posten, and Svenska Dagbladet). This thesis focuses on the news articles and explores the representations of refugees in these articles prior to the implementation of new Swedish migration policies, from Jan 1, 2016 until July 20, 2016 and after their implementation, i.e. from July 20, 2016 to Dec 31, 2016. The analysis of the data by using discourse theory and the representations theory in of the us vs them field and the economic and security threat field reveals that a change and shift in the refugee media discourse and the representations of refugees occurred between the two time periods.

    Bakgrund: Denna studie har, utifrån argumentationsanalys, undersökt sex ledare med temat extremism från tre morgontidningar, utifrån en tidsaktuell kontext. Temat valdes framförallt på grund av att det planerades en nazistisk demonstration utanför Svenska Mässan under bokmässan i Göteborg. Avsikten med valet av tema är för att knyta ämnet till en aktuell samhällsdebatt som tydligt presenterades i tidningarnas ledare, vilket gav både relevans och hållbarhet till det valda temat. Syfte: Syftet med denna studie är att göra en argumentationsanalys på sex ledarsidor från tre morgontidningars hemsidor. Det är ledarnas normativitet och faktualitet tillsammans med argumentationens beviskraft som kommer vara målet för analysen. Det som är intressant är att få fram hur beviskraften kan påverkas av hur normativ respektive faktuell ledaren är, och också hur olika ledares argumentationer kan få olika beviskrafter. Samt se hur många argument som inte bara är faktuella utan också vilar på en vetenskaplig grund. Metod: Argumentanalysen används för att undersöka varje arguments hållbarhet och relevans, samt den slutliga beviskraften för hela ledaren. Analysen kollar på grunden som sätts för ett argument och hur detta påverkar argumentets hållbarhet, samt hur det presenteras i ledaren. Medan relevansen undersöks genom att både kolla på hur argumentet passar ihop med både hela ledarens slutsats och i samband med de andra argumenten i samma ledare. Resultat: Resultatet visar på att de flesta ledarna är normativa. Mellan ledarna återfinns både likheter och skillnader, dessa tar sig i olika former beroende på vilket huvudfokus ledarna har, samt vad för grunder de har till sina argument.

    Democracy Spinning backwards?: A study of agency advocacy in Sweden2011Independent thesis Basic level (degree of Bachelor), 10 poäng / 15 hpOppgave
    Abstract [en]

    The aim of this thesis is to assess whether agency advocacy in newspapers debate articles has increased since the 1970’s and what forms agency advocacy take. This is done by investigating if the number or share of debate articles written by agencies increased from the 1970’s to the 2000’s, what types of communication approaches and subjects that are used over the years. The theoretical approach is based on research about new public management (NPM) and mediatisation through a normative institutionalist perspective. It is mainly a quantitative study where we collect debate articles from four different decades and code the content according to three ideal types: information, agency advocacy by promoting issue and agency advocacy by legitimating agency.  The thesis finds that the share and to some extent the number of debate articles has increased over the years, which supports the NPM theory and in part mediatisation theory. All ideal types are present; agency advocacy exists in all analysed debate articles while information is highly absent.  There is little change over the years which make it difficult to assess which theory that is supported.

    Abstract [en]

    This thesis aims to see how asylum seeking refugees, between the ages of 18-25 years old, perceive their integration and to further investigate if the perception of integration differs within this group. More specifically this thesis asks two questions: (1) How do young asylum seeking men and women perceive the concept of integration in terms of mutuality and onesidedness? (2) Are there any similarities or differences within this group when it comes to their perceptions of integration? This thesis is designed as a qualitative case study with comparative elements and semi-structured interview questions. It consists of a combination of a theory of integration as a process within the economic, social and political spheres, and a theory of integration as a process based on mutual adjustment or one-sided adjustment relationships. From the analysis, it resulted that there are more differences than similarities among the asylum seeking refugees. Especially among men and women when it comes to the perception of integration, and more specifically within the economic and social sphere. Within the economic sphere, women strongly associate this with a one-sided relationship, while men tend to perceive that relationship within the social sphere. However, both women and men expressed the need for a mutual relationship within the political sphere due to the asylum process which lies in the hands of the society and not something that these women and men can decide on their own.

    Denna uppsats behandlar frågan kring fördomar, muslimer och interaktion. Undersökningen sker genom en intervjuundersökning där respondenterna får svara på frågor som berör deras syn på muslimer utifrån deras interaktionsnivå. Tidigare forskning säger att den socialt konstruerade bilden av muslimer är negativ, och att den upprätthålls av samhället, däribland filmindustrin. Som ramverk för att undersöka detta används socialkonstruktivismen och kontaktteorin. Kontaktteorin, som introduceras av Gordon Allport, säger att interaktion mellan grupper minskar fördomar genom att grupperna interagerar som jämbördiga och med gemensamma mål. Dessa grupper beskrivs som ingroup och outgroup. Uppsatsen behandlar således om interaktionen hos respondenterna påverkar perceptionen de har av muslimer i Sverige. Slutsatsen är att interaktionen hos respondenterna påverkar uppfattningen de har av muslimer. De respondenter som hade regelbunden kontakt med muslimer, uppfattade inte gruppen i negativa termer.

    Abstract Rationale, aims and objectives  In this article, ideal conceptions about teamwork are tested. The research question posed is: How are teams in psychiatry formed? Three theoretical concepts that distinguish groups from teams are presented: sequentiality, parallelism and synchronicity. The presumption is that groups cooperate sequentially and teams synchronously, while the parallel work mode is a transitional form between group and team. Methods  Three psychiatric outpatient teams at a university hospital specialist clinic were studied. Data were collected through 25 personal interviews and 82 hours of observations. The data collection was carried out over 18 months (2008–2009). Results  Results show: (1) that the three theoretical distinctions between group and team need to be supplemented with two intermediate forms, semiparallel and semisynchronous teamwork; and (2) that teamwork is not characterized by striving towards a synchronous ideal but instead is marked by an adaptive interaction between sequential, parallel and synchronous working modes. Conclusions  The article points to a new intermediate stage between group and team. This intermediate stage is called semiparallel teamwork. The study shows that practical teamwork is not characterized by a synchronous ideal, but rather is about how to adaptively find acceptable solutions to a series of practical problems. The study emphasizes the importance of the team varying between different working modes, so-called semisystematics.

    This thesis has studied two things, the first thing is to see if contact between different ethnic minorities but were the ethnic majority is absent has the same alleged positive effect on generalized trust as contact between ethnic minorities and the ethnic majority. The second issue is to see if people that have contact with people with other ethnic origin than themselves changed their perception of their ethnic identity and if that effects generalized trust. This was done by using theories of social constructivism and social capital were I had an inductive theoretical approach. The research design was comparative research design, comparing heterogeneous environments were there were different ethnic minorities but were the ethnic majority was absent to ethnic heterogeneous environments were there were different ethnic minorities but were the ethnic majority was present using semis structured interviews. What I found out is that contact did in deed effect how people perceived their ethnic identity but not always in the way that the theories suggested that they should. Age seemed to have an bigger effect on generalized trust then ethnic heterogeneity. Also ethnic identity did not directly effect generalized trust but that contact and ethnic identity did in some indirect way effect generalized trust because contact led people to believe that all people are the same no matter their ethnic identity.

    Abstract [en]

    The aim of this thesis is to compare the different Crouching Tiger, Hidden Dragon film reviews from Chinese and American reviewers respectively, and to see how they evaluate and understand the film in the different ways. We use reception theory as our theoretical tool, and divide the film into four themes so that we can compare the different reviews in a more relative way. Meanwhile, we also present some brief ideas to explain the reason why the film gets the different response from both sides. Since our main purpose is to compare the different film reviews, so we choose the comparative design as our research design. The main findings of this thesis show that Chinese and American reviewers do have some distinct evaluations, understandings and views about the film.Besides, culture and aesthetic become the two major factors to influence the response from both sides.

    The study on which this article is based, aimed to map out and analyse the ways in which Sweden's Gripen exports have been shaped and sustained since the end of the Cold War. It did so by examining three interrelated factors that have had an effect on Sweden's defence industry. By illustrating how societal preferences, defence and security policy shifts, and the role of national identity have influenced weapons manufacturing and exports, this article provides a balanced overview of the most salient push and pull factors of Sweden's Gripen exports. The central contention of the study was that Swedish weapons manufacturing and exports often involve a close interaction between interests and ideals. Moreover, due to the multitude of richly correlated, interconnected and mutually reinforcing elements related to such practices, there cannot be a neat and parsimonious distinction between agents and structures and domestic and international settings. Instead, the study was especially reflective of real-world practices and the strategic relational approach between those forces that shape and sustain Sweden's Gripen exports.

    The following Bachelor’s thesis is analyzing contemporary advocacy for more women in diplomacy by the United Nations (UN), with the help of framing theory. More specifically, it examines, (1) how is the absence of female diplomats represented as a problem? (2) What is represented as the causes of that problem? And finally, (3) what is represented as the solutions to that problem? The thesis examines one UN body: UNITAR, which is the only body that focus on the promotion of women explicitly in diplomacy. This is a single case study with a qualitative approach, and makes use of framing theory, based on social constructivism. Through gathering of outward-focused documents from UNITARs webpage, it has been observed that UNITAR frames the absence of women in diplomacy as an inefficiency problem. The argument is that by promoting more women in foreign policy, there will be greater productivity, enhanced economical growth and less poverty. The main causes of the problem are represented as a mix of societal, individual and organizational barriers. The solution to the problem is represented to be mainly training of individual women to improve skills needed to successfully carry out diplomacy, but also, to a lesser extent, training of organizations to inforce a gender mainstreaming approach.

    Abstract [en]

    The objective of this essay is to look at two cases where the debate rages regarding whether or not to restitute stolen art back to the states from which it was originally stolen. By looking at the debate in each country the essay focuses on gaining understanding in how one state might decide upon returning the cultural treasures and the other refuses to. In assisting the analysis of the debate, theories from social constructivism, norms and ideas of different national identities are assessed. More closely, this essay tries to examine the different ideas of national identity (Imperial Cosmopolitanism and Egalitarian Cosmopolitanism) and analyze the domestic interpretations of the international norm on restitution of plundered treasures that follow from these identities. In doing so, states of interest, Sweden and Great Britain, are chosen and the theoretical model for analysis developed by Bacchi (2010) will be used in order to present ―the problem‖, the causes to the problem and the solutions provided to solve the problem. Thereby, the essay aims to show how the actions, behavior and arguments of these states, in the question of restitution, are greatly dependant on the differences in the ideas of national identity that each state might possess or have inherited from past.

This is a descriptive study is with textual qualitative content analysis as a methodology to explore the statements made by the two parties. The sources and data used in the analysis chapter are from the two parties' official websites, government website and the parliamentary website. When the data is analysed by using three models, i.e. the multicultural, assimilationist, and exclusionary models, of integration, this study concludes that while both parties had adopted a multicultural model of integration before 2014, in the post-2014 period there are some elements of change in Moderate Party's integration approaches, such as the addition of demands like the compulsory participation in integration courses for the immigrants and an the integration test shifting the Moderate Party's position toward the exclusionary model of integration. The findings indicate that the Social Democratic Party, on the other hand, still promotes the multicultural model of integration after 2014.

    Abstract [en]

    Participation in the European Parliament Election has steadily declined since the start in 1979. In 2004 less than half (47.8%) of the voting-age population of the European Union used their right to vote. This has actualized questions asking if the European Parliament is a good representation of the European citizens. The paradigm when it comes to explaining the electoral turnout in the European Parliament Election is the second-order theory. Though the theory explains the low voter participation, it does not explain why the European Parliament Election has become a second-order election. Thus, in this thesis will search for the underlying variable explaining why the European Parliament Election is a second-order election. Through our research we find that distances are important in the European Union, and they create centres and peripheries within the European Union. By looking at Rokkan and Urwin‟s horizontal and vertical types of peripheries, where the vertical type consists of Rokkan and Urwin‟s three domain of social life, our research concludes that centre-periphery structures within the European Union are the underlying variable, explaining why the European Parliament Election is a second-order election.

    Digitalization of public services has been high up on the political agenda in Sweden, with considerable efforts that accompany other initiatives to reform and modernize production of welfare services and their administration. Digital solutions are usedto build both technical and organizational innovations in public services, as well asin bureaucratic decision-making. The "Digital first principle" is guiding the European policies in the field and is also central in the Swedish digitalization strategy for public administration. This means that the contact between the citizens,the companies or other society actors, and the public sector authorities shall initially and to largest possible extent occur digitally.

    A digital innovation that is currently spreading among Swedish municipalities is automatizing social assistance services mainly addressing income support for vulnerable citizens. In a context of nationally highly regulated income support schemes, the municipalities manage the digitalization of services highly differently, coping with inherent tensions in relation to their local autonomy. We have conducted a long-term case study following such an implementation case in amedium size Swedish municipality. Based on interviews, observations and workshops we can conclude that the implementation is hampered since it is not focusing on the core to coach for self-support and that it even made the system less transparent. This indicates that the principle 'digital first' has to be embedded into the core focus of the service and not address shallow interfaces.

    Abstract [en]

    This thesis aims to investigate how culture and hence values change in an immigrant group in Sweden and if their understanding of gender changes over generations, by using first- and second-generation Somali immigrants.

    The study is a comparative small-N study design and uses a qualitative method of data collection with the help of a focus group interview.

    This study employs the theory of agenda setting priming & framing, the aspects of gender and gender ideal types of traditional and liberal gender role ideologies - to explore the differences and similarities of the understanding and importance of gender between the two groups. The analysis was categorized under the first- and second-generation Somalis with subcategorization of the aspects of gender, to have a better structured analysis.

    The key findings of this study indicate that the first-generation Somalis are compelled to conform to the liberal mainstream of the Swedish society, whilst keeping their core values such as their religious beliefs. However, they hold their religion to a higher esteem and placed more values on religion than culture. This is so because Somali culture is routed in religion and a lot of their cultural practices are based on religion, as indicated by both groups. Further, none of the aspects of gender raised in this study seems to be of great importance to the participants other than the aspects of clothing which is the wearing of Hijab.

    Think tanksnon-governmental policy institutes engaged in both research and advocacyoccupy a position at the intersection of different societal fields. This interstitial position determines how they operate and what language they use. Their claim to expertise hinges upon their successful presentation as independent actors. In this endeavour, an apolitical image is crucial. This article studies the role of language in legitimising the position of think tanks. How do think tanks negotiate their apolitical image? What organisational and historical reasons sustain their claim to be apolitical? These questions will be addressed here, through original empirical material based on semi-structured interviews with Polish think tank leaders.

    Abstract [en]

    Habermas's conception of deliberative democracy combines two concepts—deliberation and consensus—which, I argue, draw his theory in two opposite directions. While deliberation and the focus on communication can be read as a predominantly open element of his theory, consensus stands for closure. The process of deliberation contrasts Habermas's normative aim of deliberation, i.e., consensus. In other words, a realized consensus (in the strong, monologic formulation that Habermas favors) would put an end to the idea of continuous public justification of validity claims, i.e., deliberation. The article argues that in order to fully use the potential of deliberation in politics, we should leave behind the notion of consensus through deliberation. Instead, understanding should be the telos of deliberation, and voting after deliberation is put forth as the optimal institutional design for decision-making settings.

    As prior work on nation branding in Japan, Canada and Iceland has shown, gender can be an important component in nation branding. This article looks at the evolution of the idea of gender equality as a “Swedish” trait, from the initial incorporation of gender equality in Swedish state identity in the 1990s to contemporary nation branding. Based on standard discourse analysis of branding documents, branding websites and social media presence administered by the public diplomacy agency, the Swedish Institute, we show that gender equality remains a central pillar in the “Progressive Sweden” brand. In contrast with other national brands, “Progressive Sweden” is devoid of the more androcentric narratives and sexually objectifying representations of women. However, the “Progressive Sweden” narrative sports its own peculiarities, as it presents a liberal dreamscape that slides between utopian ideals and generalizations about “Sweden” as a unified actor whose population shares behaviors and goals. Discord and political struggle are written out of this narrative. Despite its rhetorical centrality in Swedish foreign policy, feminism thus disappears from view in the “Progressive Sweden” brand. The article ends with some considerations for the future of Swedish nation branding.

    This thesis aims to describe the use of gender symbols and gender equality ideas in contemporary nationalist parties in Sweden. Nationalism and national identity traditionally contain gendered ideas, symbols and identities, in which women are subordinate to men. Paradoxically, in Sweden, gender equality has become an intrinsic part of the national identity. Theories on gender and nationalism are applied and used in the quantitative and qualitative analysis in order to distinguish and describe the use of gender symbols and gender equality ideas in the two Swedish parties New Democracy and the Sweden Democrats. The findings show that the parties do rely on traditional nationalist gender roles, and that the Sweden Democrats emphasize these roles to a greater extent than New Democracy. The analysis also shows that both parties try to incorporate the Swedish gender equality into their ideologies but interpret the notion of gender equality in two different ways.

    Privatization is said to be fundamentally a neo-liberal idea and deregulation is one form of privatization. The Swedish railway sector has been deregulated gradually over the years. Some of the policy changes towards more deregulation have been done with the Swedish Social Democrats in government. This thesis analyzes the arguments for and against privatization on two occasions, 2000 and 2009 with the Social Democrats in government and opposition respectively, to see if the party’s argumentation has been influenced by neo-liberal ideas and if that change depending on whether they are in government or not. The analysis shows that there has been influence of neo-liberal ideas on arguments from the Social Democrats and that their view on privatization and deregulation differed depending on whether they were in government or in opposition.

    This thesis aims to study if organizational culture affects the negotiation strategy in negotiation processes between municipalities in Sweden. Our cases are four municipalities involved in the municipal cooperation “Tillväxt Bohuslän”; a project which aims to foster cooperation.

    The question this thesis seeks to answer is: “Does the cultural attribute of organizational culture (ability for joint action) of the municipalities in ‘Tillväxt Bohuslän’ affect negotiation strategy in a negotiation process?”

    The municipalities’ ability for joint action has been classified as either strong or weak by a previous study. This thesis uses these already established classifications with the intention to test if they affect which negotiation strategy municipalities use. The negotiation strategy can either be of a competitive or a collaborative nature.

    The method to collect data about the municipalities’ negotiation strategies is semi-structured interviews with politicians who are actively involved in the negotiation in the municipal cooperation “Tillväxt Bohuslän”.

    Results from the analysis in this thesis show a zero result; the municipalities’ ability for joint action does not affect which negotiation strategy they use. However, interesting empirical findings are explored.

    In this undergraduate thesis you will venture on a journey through the land of democratic values and urban planning. My research question is stated as: whether or not urban planning can show effects on democratic values and whether or not the municipalities in Sweden takes these possible effects into account when planning their city centres. You will in my theory part of this thesis be able to read about different views on urban planning and on democracy. Famous authors like Robert D. Putnam and Richard Florida will be examined as well as other theorists on democracy and urban planning. To be able to map whether or not urban planning matter I have done a thorough research on two cases of urban planning in two of Sweden’s smallest municipalities. Both of them have fairly recently rebuilt their urban centres and my research will try to show how this new urban planning has influenced the democracy in those regions. This research will show to you that thoughts, that urban planning affects the democracy, actually exist and affect the ones who execute and plan the urban centres in the municipalities. On the question whether or not there exist a correlation between urban planning and a well functioning democracy this research will show that no such link is recognizable and that urban planning, for the two cases, did not matter.

    Television is a mirror of society and in which we hope to see our lives and existence reflected. When the images shown marginalises your reflection through the use of stereotypes and common tropes it is hard to believe this does not affect the world around you and your perception about yourself. Television is vastly researched and this case study will add to it by analysing how lesbian and bisexual relationships are stereotyped through the use of tropes on Western television shows. Semiotics is used to decipher the underlying meanings of stereotypes and tropes; as stereotypes and tropes marginalise groups of people. By using visual analysis to watch episodes, the scenes analysed through qualitative content analysis proved that same-sex relationships are stereotyped through tropes and rarely challenge previous research. Social interaction based on representation theory solidify the perceptions through television images causing further harm to lesbians and bisexuals.

    During 1992 and 2015 there were two of the biggest refugee crises in Sweden. Debates on refugees flourished within media. Media have had a big impact on how refugees have been framed. Media have essential power to influence public views on different issues. Media framed refugees in different ways, both in negative and positive context.

    The thesis analyse how media have framed refugees during both crises in Sweden. This paper investigates how the newspapers 'Svenska Dagbladet' and 'Aftonbladet' have framed refugees during the crises in 1992 and 2015. The theoretical approaches that have been used are Framing theory and Bensons 'frames' which are victim, hero, and threat. The study has used a comparative two case study. This study aims to get a deeper knowledge about how Swedish media framed refugees during the two refugee crises in 1992 and 2015 and compare them to see if these framings are different. The result showed that the years differentiate quite much in which frames are dominant. In 1992 the dominant frame used by media was by far the threat frame which talked about refugees being criminals and causing problems for the Swedish economy.

The uniqueness of the thesis is that the two movies have until today by large been ignored by the academia therefore it will hopefully commence a discussion which is long overdue. The result of analysing from an intersectional perspective will include a wider range of factors and provide a comprehensive interpretation of contemporary society as well as its interrelation with movies.

    The term Work Integrated Learning (WIL) is connected to knowledge production. It is as central in organizing ways of combining academic studies with working life as in abstract reasonings on how knowledge in itself should be understood. Any facilitation of WIL-based education carries an idea of knowledge production and its relation to what knowledge is, while any theory of knowledge and knowledge production include, implicitly or explicitly, understandings of what processes knowledge and knowledge production are related to. Even though it may not always make it to the surface, the negotiation between these different strands is unavoidable in any WIL endeavor.

    This presentation is concerned with such a negotiation over time. It concerns the development and construction of a master program in work integrated political studies. The program is a collaboration between University West in Sweden and the University of the Western Cape in South Africa. After several years of work, both collaborative and independently, the program is set to be launched in the fall of 2020. In this sense we now have a result of the first part of the negotiation (it will naturally continue in the actual realization of the program). But how did we get to where we are? Why did we get to where we are? What was involved in the construction of WIL in the field of political studies?

    From the theoretical perspective of the social construction and character of science, I analyze – through participatory observations and close readings of documents – both how definitions and understandings came to be and what these definitions came to include. The analysis shows that a multilayered collective process, not even always made conscious or manifest, is involved and that it is set in everyday surroundings. This discussion is then taken a step further. WIL has now been installed as a discipline in which you can receive a doctoral degree at University West. I argue that the process behind the establishment of this degree and WIL's disciplinary status as well as content constitute a relevant and fruitful case from the perspective of theory of science. Big questions often loom large in small proceedings.

    This chapter discusses the treatment of civilization as a concept and phenomenon in feminist scholarship from the late 1970s until the present. How have feminist scholars understood and approached civilization and its relation to gender and/or women? In what ways have these interventions contributed to and challenged more mainstream scholarship on civilization, particularly on the West and Islam? The chapter begins with a discussion of feminist treatments of civilizations as bounded sociocultural entities and the role of women and men therein. It then continues with a longer analysis of the alternative feminist understanding of civilizations as discourses that are contextually unfolding. In this understanding, gender and the status of women are implicated in the production as well as challenging of civilizational boundaries and hierarchies. The chapter ends with suggestions for the direction of future research, including a call to more directly engage central civilizations scholarship that is inattentive to gender.

    Gender historians have identified the period around 1800 as a crucial time for transforming elite masculinities in Europe: there were shifts away from ideals of polite gentlemen towards more martial forms of manhood; and this was a transition period away from more fluid notions of masculinity and an emphasis on the mixing of male and female towards a period of upholding stricter binaries between male and female. This article contributes to scholarship on the intersection of masculinities and states by centring on the formation of a new, partially independent Norway around 1814, when the Norwegian constitution was crafted. I use the analysis of Norway as an entry to exploring broader European trends at that time. As this article will show, Norwegian ideals of masculinity suitable for state office are a good illustration of more general interpretations of elite manhood in northern Europe. Norwegian constructions did offer a twist, however, as they idealized the Norwegian elite male as rough, unsophisticated, and natural.

    In contrast with other forms of elite state-bearing European masculinity, which emphasized

    advancement and cultivation, Norwegian masculinity was celebrated for its lack of refinement.

It is also an institution that has traditionally been populated by an elite political class – such as the nobility in Europe – which continues to provide diplomacy with an air of exclusivity. Diplomats thus occupy a position which carries considerable prestige and esteem, often more so than other public positions. Diplomacy is interesting for corruption research in other respects as well. To ensure that diplomacy functions even in situations of international enmity and competition, diplomats need to be shielded from politically motivated persecution and harassment by foreign states. Diplomats thus enjoy privileges of immunity from the host country's laws and are not susceptible to prosecution unless diplomatic privileges are waived, which is very rare. Compared with other political elites analyzed in this volume, diplomats therefore enjoy more unchecked power and less accountability for criminal actions. While perhaps necessary, such protections can obviously be abused, turning immunity into impunity.

    In studies of the international dimensions of women's suffrage, the role of international organisations has been overlooked. This article examines the suffrage activities of the Pan-American Union (PAU), and in particular those of the Inter-American Commission of Women (IACW), between 1920 and 1945. Attentive to historical context, the examination suggests that international organisations can be both bearers of state interests and platforms for social movement interests. The article also argues that while not independent bureaucracies, the PAU and IACW nevertheless had some importance for suffrage that cannot be attributed either to their state members or to the suffragist movements.

    This article aims to rethink the operation of norms in international policy diffusion. Norms do not simply standardize state behaviors, as is conventionally argued; norms also draw on and set up hierarchical social orders among states. Through a conceptual rethinking we gain a better understanding of where-among which states-new policies may first emerge: social hierarchies create incentives for new policies to develop at the margins of international society so that policies may diffuse "from below." We also get a better grasp of how policy advocates frame the appropriateness or benefits of a new state practice: they must frame policy demands in terms of the international standing and rank of the targeted state. This article's empirical aspiration is to use these insights to help account for the international policy diffusion of legal sex quotas, a policy to increase the level of female legislators that developed first among "developing" states rather than among the so-called core of international society. By pointing to the link between norms and social hierarchy, the article helps account for policy diffusion "from below." © 2012 The IO Foundation.

    This article examines the gender ideology of the parliamentary radical right populist party (RRPP) – the Sweden Democrats. More specifically, the article analyses how the party integrates old nationalist ideas about the importance of traditional gender roles and male superiority for the stability and welfare of the nation with new nationalist ideas about Sweden as the most gender-equal nation in the world. Prior studies suggest that RRPPs have integrated gender equality as a policy measure against multiculturalism and immigration. Our analysis shows this to be true also of the Sweden Democrats. However, unlike prior scholarship, we argue that the integration of gender equality is a tenuous and difficult one, as nationalist ideologies generally rest on ideas of sexual difference and male superiority. While the Sweden Democrats claim to support gender equality in discussions of multiculturalism and immigration, the party is a fierce critic of gender equality in all other contexts.

    Focusing on ambassador appointments, the aim of this pioneering article is to address some fundamental questions about where men and women are positioned in diplomacy. Most of the gender-related diplomacy studies are limited to individual Ministry of Foreign Affairs and say little about diplomacy as an aggregate set of practices. We draw on theories of gender and positional status to ask whether there are gender patterns in ambassador appointments—with men occupying positions of higher military and economic status than women—much like the ones found in other institutions. Our analyses are based on a unique data set containing almost 7,000 ambassador appointments, made by the fifty highest ranked countries in terms of GDP in 2014. The results show that female ambassadors are less likely to occupy high-status ambassadorships than men. In short, gender patterns, linked to power and status, are present also in ambassador appointments. Diplomacy studies need to do much more to address the presence and impact of gender in international affairs.

    Societal efforts to support the integration of newly arrived immigrants have been repeatedly highlighted in the political debate in Sweden and they are described as inadequate and ineffective. Demands have been made for improvements and one of the designated efforts is Civic Orientation (CO). The Civic Orientation programme is a course about Swedish society, targeting newly arrived refugees and their relatives who have received a residence permit. It provides basic information about Swedish society to aid and expedite integration (SFS 2010:1138). The criticism has led to the production of written, national instructions containing correct information that should be provided by the civil servants in CO. The aim is that quality should be high and equal across the country. The overall aim of the dissertation is to deepen the understanding and knowledge of the work-process to develop standard guidelines, that will be used in a welfare sector, where it is difficult to establish definitive knowledge. The dissertation's purpose is also to deepen the understanding and knowledge of instruction work as a collaborative activity. The term 'instruction work' covers both work that experts and managers undertake when they develop written guidelines, and work done when implementing these guidelines in local practice. The thesis is rooted in activity theory where work is viewed as a collaborative activity aimed at taking on a task, event or object, such as interpreting, paying attention, participating, thinking, and performing. The study involves five different categories of actors: a representative from the county administrative board, experts from various authorities and universities, coordinators and the head of a unit from a management group in a municipality, and integration workers, who are the local civil servants. The study is based on a field study where video recorded observations of meetings, lectures and workshops have been conducted. Semi structured interviews and written communication have also been used. The result shows that there are different perceptions of what work needs to be done to ensure that the instructions are correct. A variety of, sometimes contradictory, tasks developed: to make the information scientifically correct with multiple perspectives on social phenomena, to make educational simplification, to provide an ideal image of Sweden according to policy, or to describe Swedish society as irrational with hinders and obstacles (papers 1- 3). Another major task was to make the instructions politically neutral which meant producing information that was not offensive for external readers such as politicians and the general public (paper 1). When guideline models have been used for other welfare activities, the work is usually based on analysis of the needs of the target groups. That task took on an obscured role and was first noticed as important by the civil servants in the latter part when the material was used during implementation (papers 1, 3). A further result concerns the work of developing standard guidelines. The study shows that there is formal instruction work (paper 1) which is the planned work, most often done by experts and/or researchers, and informal instruction work (paper 2) often hidden and performed by civil servants in the implementation phase. This informal work is about transforming the instructions to be useful for the individual in the local situation. But the study also shows a third type of work - semi-formal instruction work (paper 3) that is also carried out by the local civil servants, where they, with their biographical and informal instruction work experience, try hard to influence formal instruction work. One conclusion is that it is more fruitful and accurate to perceive standardized instructions as dynamic and integrated in the practical work, than to see them as fixed by an externally controlled process. Developing standards to be used to improve practice is an ongoing fluid process that never ends, and that involves tensions and conflicts that need to be addressed.
