Begreppet e-handel har kommit att bli en etablerad term för olika affärsverksamheter som på olika sätt sker via Internet. Den här studien har sitt fokus på e-beställningssystem i den offentliga sektorn i Sverige. I Sverige inför man e-handel i offentliga organisationer kontinuerligt. Det har skett i olika omfattning och idag har mer än en tredjedel av Sveriges kommunala förvaltnings-organisationer och mer än hälften av landstingens förvaltningsorganisationer infört e-handel. Syftet med studien är att få kunskap om de förhållanden som kan påverka en organisations mål-uppfyllnad gällande e-handel, sett ur systemförvaltningsperspektiv. Studien är av kvalitativ karaktär. Empirin, i form av en fallstudie, samlades in genom intervjuer och dokumentstudier i en kommunal förvaltning i Sverige. Teorin i studien samlades in genom litteraturstudier med redo-görelse för forskning inom området systemförvaltning och organisationsteori. Två problem har observerats i denna studie, ansvarsindelningsaspekterna och organisatoriska aspekter. Dessa problem har lett till studiens slutsats som handlar om att organisationen har haft svårt att nå sina mål med e-handelsprojektet. Det första problemet handlar bland annat om att det inte finns tillräckligt med personal för systemförvaltning av e-beställningssystem. Den personal man således har saknar utbildning kring området systemförvaltning. Problem två handlar bland annat om den vertikala organisationsmodellen och dess konsekvenser för organisationen och dess e-beställ-ningssystem. De två problem som observerats under studien har direkta samband mellan system-förvaltning och måluppfyllnad av e-handelsprojekt.

The concept of e-commerce has become an established term for various businesses that in various ways occurs via the Internet. This study has its focus on e-commerce systems in the public sector in Sweden. In Sweden e-commerce is introduced in the public sector continuously. It has been introduced in various degrees. Today more than one third of the local government organizations in Sweden and more than half of the country council management organizations have embraced e-commerce. The purpose of this study is to gain knowledge of the conditions that may affect an organizations progress towards goals regarding e-commerce, viewed from a system management perspective. The study is qualitative in nature. The empirical data, in the form of a case study, was gathered through interviews and document studies in the municipal administrative organization in Sweden. The theory in the study was gathered through literature with presentation of research in the area of system maintenance and organizational theory. Two conditions were observed in the study, responsibility subdivision aspects and organizational aspects. These problems have led to the conclusion in this study which is that the organization has had difficulty reaching their goals with e-commerce project. The first problem concerns, among other things, that there are not enough staff for system management of e-ordering systems. The staff therefore, will have no education around the particular area. Problem two is the vertical organizational model and its implications for the organization and its e-ordering system. The two problems observed during the study has a direct correlation between system management and task accomplishment of e-commerce projects.
