Tidigare forskning har visat på betydande nyttoaspekter med Internet of Things (IoT) för smarta städer och offentlig sektor. Dock finns det också både tekniska och organisatoriska utmaningar som måste beaktas för att fullt ut realisera dess potential. Denna studie syftar till att undersöka utmaningarna med att implementera IoT-teknologi inom offentlig sektor. Genom en kombination av litteraturöversikt och intervjuer med olika projektdeltagare inom olika projekt har data samlats in och analyserats för att identifiera diverse utmaningar som offentlig sektor står inför med implementering av IoT. Resultatet identifierar IoT som ett bra tillvägagångssätt för att motverka problem som existerar i samhället, så som miljöaspekter, resursbrister och trygghetsfrågor. Samtidigt visar resultatet på att offentlig sektor står inför betydande hinder för att fullt ut utnyttja fördelarna med IoT. Tekniska utmaningar inkluderar säkerhetsfrågor, interoperabilitet och hantering av data, där standardisering är av yttersta vikt. Organisatoriska utmaningar, såsom etablering av nya avdelningar och roller, förändrade arbetssätt, kompetensbrist och motiveringsarbete, är också av stor betydelse. Resultatet understryker även att samverkan inom sektorn kan vara en nyckelstrategi för att övervinna dessa utmaningar och framgångsrikt implementera IoT-lösningar.

Previous research has highlighted significant benefits of the Internet of Things (IoT) for smart cities and the public sector. However, there are both technical and organizational challenges that must be considered to fully realize its potential. This study aims to explore the challenges of implementing IoT technology within the public sector. Through a combination of a literature review and interviews with various project participants across different projects, data has been collected and analyzed to identify various challenges that the public sector faces with the implementation of IoT. The results identify IoT as a good approach to counteract problems existing in society, such as environmental aspects, resource shortages, and safety issues. At the same time, the results show that the public sector faces significant obstacles infully utilizing the benefits of IoT. Technical challenges include security issues,interoperability, and data management, where standardization is of utmost importance.Organizational challenges, such as the establishment of new departments and roles, changedwork methods, lack of expertise, and motivation work, are also of great importance. The results also underscore that collaboration within the sector can be a key strategy to overcome these challenges and successfully implement IoT solutions
