Gender mainstreaming in practice: Experiences and lessons from a mentor municipality

Sweden has long been recognized for its commitment to gender equality, employing gender mainstreaming as a key strategy since 1994 to address policy goals. In practice, this means that a gender equality perspective must be considered in all policy areas that affect peoples' living conditions. This thesis focuses on the implementation of gender mainstreaming in Karlstad municipality, specifically examining the perspectives and experiences of civil servants. By employing a deductive approach, our study drew upon the theoretical frameworks of feminist institutionalism and policy implementation theory, with a particular emphasis on Lipsky's three key dimensions that contribute to successful policy implementation: comprehension, capacity, and will. The study aims to uncover the challenges and facilitators encountered in the process of implementing gender mainstreaming. Through qualitative interviews with eleven civil servants occupying various administrative roles, the research explores their comprehension of gender mainstreaming, their capacity to implement it, and their prioritization of actions. The findings reveal several gaps hindering effective gender mainstreaming in Karlstad, such as a lack of comprehension, role ambiguity, and practical application. These gaps derive from varying levels of knowledge and skills, unclear responsibilities, and a need for practical guidance and support. Additionally, a lack of sustained political commitment and sufficient resources were identified as contributing factors. Another significant gap lies in the resistance to change, which results from organizational culture, societal norms, and individual attitudes. This thesis contributes to the field of gender studies by offering insights for policymakers, civil servants, and scholars on the challenges, strategies, and actions that civil servants face in implementing gender mainstreaming at the municipal level.
