Abstract [en]

This thesis aims to analyse the interpretation of circular economy (CE) by local government officials. The secondary focus of the thesis is whether that interpretation differs whether they have a collaborative platform/symbiosis network with the specific aim to promote CE. In this thesis, CE is defined based on core elements from the theories of industrial ecology and cradle-to-cradle: product life cycle and waste management. The analysis is anchored in the theory of local government officials, the power of language, and the before mentioned theories on circular economy and placed within the theoretical framework of “reality, strategy,utopia”. The data gathering is conducted by interviewing two local officials at three different municipalities; one with a collaborative platform (municipality 1), one that is on the way of establishing a platform (municipality 2), and one with no platform (municipality 3), and asking questions rooted in our theories and theoretical framework. The results show no significant differences between the three municipalities. A slight difference was found between the role the interviewees occupied within the municipalities, and thus there was also a small difference between the municipalities as Municipality 3 did not have any people working specifically with the subject of CE. People worked with it more indirectly, which meant they did not have the same knowledge on the subject, and the person who did had a wider range of responsibilities.
