Abstract [en]

Intresset för tillitsbaserad styrning inom offentliga verksamheter ökar runt om i Skandinavien. Trots det ökade intresset existerar forskning som berör implementeringar av olika styrmodeller enbart i ringa omfattning. Studiens syfte var att undersöka chefers upplevelser av medarbetarnas reaktioner och beteenden avseende både motivation och delaktighet i arbetet enligt den tillitsbaserade styrmodellen som implementerats i den västsvenska kommunen. För att besvara studiens syfte sammanställdes tre frågeställningar: 1.Vilka upplevelser har chefer att arbeta i enlighet med en tillitsbaserad styrmodell? 2. Vilka upplevelser har chefer av medarbetarnas motivation och delaktighet i arbetet enligt en tillitsbaserad styrmodell? 3. Vilka upplevelser har chefer av medarbetarnas motstånd till förändringen att arbeta enligt en tillitsbaserad styrmodell? Studien bygger på en kvalitativ metod varav semistrukturerade intervjuer med åtta chefer från två olika förvaltningar på kommunen utgör studiens empiriska data. Det insamlade materialet från intervjuerna analyserades genom tematisk analys. Studiens resultat påvisar att det i viss mån finns vissa kunskapsbrister bland cheferna gällande den tillitsbaserade styrmodellen, vilket bland annat framgår av de varierande resultaten gällande medarbetarnas delaktighet och motivation.

Abstract [en]

The interest in trust-based governance in public organizations is increasing around Scandinavia. Despite the increased interest, research that concerns implementations of various governance models only exist to a small extent. The purpose of the study was to investigate managers' experiences of employees' reactions and behaviors regarding both motivation and participation in the work according to the trust-based governance model implemented in one western Swedish municipality. To answer the purpose of the study, three questions were compiled: 1. What experiences do managers have of work in accordance with a trust-based governance model? 2. What experiences do managers have of employees' motivation and participation in the work according to a trust-based governance model? 3. What are the experiences of managers of employees' resistance to change to work according to a trust-based governance model? The study is based on a qualitative method, of which semi-structured interviews with eight managers from two different administrations in the municipality constitute the study's empirical data. The collected material from the interviews was analyzed through thematic analysis. The results of the study show that to a certain extent there are certain knowledge deficiencies among managers regarding the trust-based governance model, which can be seen through the varying results regarding employee participation and motivation.
