Prestationsmätning har varit en viktig del av organisationers bedömningar i syfte att utveckla dess verksamheter till att uppnå sina mål. Fundamentet i prestationsmätning har varit att mäta de finansiella prestationerna för verksamheten, men på senare tid har inkluderingen av de icke-finansiella prestationsmåtten blivit allt viktigare för organisationerna. Särskilt har de icke-finansiella prestationsmåtten alltmer kombinerats med de finansiella prestationsmåtten i den privata sektorn, men allt mindre inom den offentliga sektorn. Därför är syftet med denna studie att bidra med kunskap över vilka användningsområden de icke-finansiella prestationsmåtten kan ha inom den offentliga sektorn samt vilka positiva respektive negativa effekter användningen av dessa mått kan ha. Kvalitativa intervjuer genomfördes på respondenter verksamma inom en större svensk kommun med olika arbetsroller. Resultatet från intervjuerna visade att en del kommunala verksamheter använde sig av icke-finansiella prestationsmått medan andra verksamheter inte alls använde, eller mer indirekt hade svårt för att identifiera icke-finansiella prestationsmått. Såväl som det fanns positiva effekter fanns det även negativa effekter av att använda icke-finansiella prestationsmått inom den offentliga sektorn. Det framgick av studien att de icke-finansiella prestationsmåtten inte hade något fastställt ramverk som kunde generaliseras till alla kommunala verksamheter, utan varje verksamhet för sig fick ha en skräddarsydd modell av de icke-finansiella prestationsmåtten som de fick utgå efter.

Performance measurement has been an important part of organizations' assessments in order to develop their activities to achieve their goals. The foundation of performance measurement has been to measure the financial performance of the business, but recently the inclusion of the non-financial performance measures has become increasingly important for the organizations. In particular, non-financial performance measures have increasingly been combined with financial performance measures in the private sector, but less combined in the public sector. Therefore, the purpose of this study is to contribute with knowledge about which areas of use the non-financial performance measures can have in the public sector and what positive and negative effects the use of these measures can have. Qualitative interviews were conducted with respondents active in a large Swedish municipality with work roles as manager and regular employees. The results from the interviews showed that some municipal enterprises used non-financial performance measures while other municipal enterprises did not use at all, or had difficulty in identifying non-financial performance measures. As well as having positive effects, there were also negative effects of using non-financial performance measures in the public sector. The study showed that the non-financial performance measures did not have an established framework that could be generalized to all municipal activities, but each activity had to have a tailored model of the non-financial performance measures that could be used.
