Almost every democratic country strives to deepen democracy in their land. E-Petitioning is a form of petitioning that is done digitally mainly at municipal level but can also be done nationwide. In this thesis I have analyzed e-petitions that have been received by Linköping municipality in Sweden. The goal is to see whether Linköping citizens have the influence to set the agenda for the municipality. The results show that the citizens indeed have the power to set the agenda for their municipality through the digital petitioning tool that is created by the municipal establishment themselves.
