How are drugs and drug use framed within the US and Swedish drug policy today?

Abstract [en]
This thesis examines how the US and the Swedish drug policies have framed drugs and drug use. The countries selected both have with strict prohibitionist policies and zero-tolerance approach towards drugs in common. The study will examine which of the three approaches, prohibition/criminalization, harm-reduction/decriminalization, and legalization, have been mainly used to combat the 'War on drugs' in each country. The research also will apply the policy framing theory, which refers to how a specific piece of information is being shown, i.e., framed. To evaluate the findings, theoretical tools such as frames will be identified and categorized within the data. The research design consists of a qualitative small- N comparative study and a qualitative content analysis, examining the most recent and updated version of each state's policy in governmental documents to conduct a comparative case study. Results have shown amongst numerous similarities and differences that, while both the US and the Swedish drug policy share similaritiesin their prohibition and punishment for drug and drug use, Sweden have taken on harm-reduction approaches to combat their drug issue, and that is not the case in the US. The US has instead taken on more and more legalization.
