A Struggle Among Structures, Agency and Culture: An Analysis of the Discursive Construction of #MeToo in Sweden from the #MeToo Movement to Official Government Politics

Existing scholarship has not paid attention to the discursive (re)formulation of an event from a social movement to a government. With the ambition of filling this gap, the aim of this thesis is to examine the discursive construction of #MeToo in Sweden from the #MeToo movement's hashtag activism on Twitter to official government politics. To achieve this aim I conduct a discourse analysis using a framework based on concepts derived from Ernesto Laclau's and Chantal Mouffe's discourse theory. The analysis shows that the #MeToo movement uses two discourses to create meaning of #MeToo where one sees sexual abuse as a problem caused by structures of unequal gender relations and the other as a cultural problem caused by a failed migration policy. In the government's discourse #MeToo is viewed as intrinsically tied to structures of unequal gender relations but, in comparison to the corresponding discourse of the #MeToo movement, greater emphasis is put on the structural aspect. Individuals are seen by the government as powerless and not responsible whereas the powerful and responsible are instead collective entities such as agencies, employers and unions. However, the ultimate responsibility for making sure that sexual abuse does not occur and that there is a change toward a gender equal society is seen as lying with the government itself.
