Abstract [sv]

Den nyligen publicerade lagen om tillgänglighet till digital offentlig service syftar till att alla svenska offentliga verksamheters E-tjänster och webbplatser i september 2020 skall vara tillgängliga för alla besökare, oavsett eventuella funktionsnedsättningar. Detta inbringar såväl myndigheter som landsting och kommuner. Tillgänglighetsanpassningen kräver emellertid såväl tydliga riktlinjer som specifik intern kompetens och denna studie har till syfte att undersöka det pågående tillgänglighetsarbetet hos ett antal mellanstora kommuner i Sverige. Studien har bedrivits i kvalitativ form där vi har intervjuat nio respondenter med olika befattningar inom kommunerna, såväl inom upphandling som inom IT-området. Studien visar att arbetet pågår hos samtliga av de medverkande kommunerna men att man kommit olika långt i sin process. De största utmaningarna man upplever, förutom brist på intern kompetens, handlar om de dokument som publiceras på webbplatserna i form av exempelvis blanketter i PDF format. Man vet ännu inte hur man på bästa sätt ska anpassa dessa och denna studie visar på ett antal möjliga strategier att följa härvidlag.

Abstract [en]

The recent publication of the Swedish accessibility law for public services says that all public E-services and websites in Sweden must be accessible to all users, regardless of disabilities, in September 2020. This includes authorities as well as county councils and municipalities. However, making an E-service accessible requires clear guidelines as well as specific competence within the organization. This study aims to investigate the ongoing work to make the E-services accessible in some of the medium-sized municipalities in Sweden. The study was made in a qualitative way, where we interviewed nine people with different positions in the municipalities, both in the procurement as well as the IT sector. The study shows that the work is proceeding in all the municipalities, but that the process is at different stages. The thing that the municipalities find most difficult regarding E-service accessibility is how to make the documents that is published on their websites accessible. These documents typically include forms in PDF format. The municipalities do not currently know the best way to make these documents accessible and this study presents a few strategies hereby
