Abstract [sv]

Den svenska färjesjöfarten brottas idag med bristande lönsamhet. En effekt av detta är personalminskningar och ökad stress i arbetet. På passagerarfärjorutgör intendenturpersonalen ofta majoriteten av ombordanställda. De ärinlemmade i fartygens säkerhetsorganisation och deras roll i denna har blivit allt viktigare. I denna artikel belyses genom en intervjustudie hur denna personalkategori ser på denna roll utifrån olika aspekter.

Abstract [en]

The majority of employees on passenger ferries consist of the catering staff: those who operate in restaurants, shops, and in the hotel on board. Research on this category is scant. The aim of this study is to investigate the catering staff’s experiences and perceptions of safety practice on board passenger ferries. The methods are semi-structured interviews and a qualitative content analysis of official documents and research articles. Results: Increased safety regulations and directives on an international and a national level have taken place after the major ferry disasters of late 1990s. Changes in the safety organization on the passenger ferries have resulted in more involvement of the catering crew in safety on board. Safety awareness and the way the catering staff think about safety have improved. The risk of terrorism has further reinforced safety awareness. A clear challenge for safety work on ferries is the reduction of catering crew. The transition to job flexibility for catering crew may constitute risk factors regarding safety and security. © 2016 by the author.

Abstract [en]

The demands for greater efficiency and increased profitability in shipping have increased with hardened competition. In recent years major reductions in manning have been made. When the STCW Convention was revised in 1995, this led to changes in terms of the organization of work on board. By using a functional approach, it became possible to handle current demands that all tasks on board are founded on competency-based skills. This article reports the results from an investigation of work functions performed on board ships. The aim was to investigate how these functions are performed today and how marine officers perceived this. Main questions were as follows: How do officers handle the working situation with a reduced crew? Which job functions do they have and how are these performed? How do officers experience the work situation on board? Field studies, involving participant observation and interviews on various types of vessels were conducted and issues were illuminated and analyzed from a socio-technical perspective. The results revealed some specific areas. Reduced crews highlight the need for the right kind of knowledgeable people. Not everyone can be good at everything, maybe not even within their own profession. The predominating issue is about the increased administrative work and the lack of skills development. A continuous professional development should be part of the work and a planned activity. Vessel crews are trying to create flexible solutions for performing the work on board. They are doing this in various ways, depending on the number of the crew, the leadership and the specific vessel culture.

Abstract [en]

Due to fatal accidents in the last three decades the safety of passenger ferries has been of central concern for ship owners and regulating authorities. New technology, regulations and education to improve the construction of ships and the capability of the crews to act in critical situations have been implemented. In this report we focus how one special category of personnel, the service staff, is integrated in the safety organisation and culture on board passenger ferries. We do this by study in gresearch literature and a variety of documents issued by regulating authorities on the subject. An internet-based discussion among seafarers about who is considered to be a "real seafarer" is also analysed. Another topic discussed in the report is the everyday working conditions for the servicestaff and its impact on their health. By analysing statistical data it is shown that work-related accidents and sickness are far more common among this category compared to other seafarers. The main conclusion in the report is that research on and interest in the role of the service staff in the safety organisation and culture of passenger ferries is underdeveloped and weak. Traditional strong hierarchies among seafarers and seafarers' and other relevant actors' views on who is considered tobe a "real seafarer" may to some extent explain this situation. More research and more efforts to integrate this category in the concrete work to improve safety are therefore needed.

Abstract [sv]

De ödesdigra färjekatastrofer som inträffat de senaste tre decennierna har inneburit att passagerafärjors säkerhet blivit en allt mer angelägen uppgift för rederier och myndigheter. Ny teknologi, nya regelverk och utökade utbildningsinsatser i syfte att göra fartygens konstruktion säkrare och förbättra besättningarnas förmåga att agera i kritiska situationer har implementerats. Idenna rapport fokuserar vi hur en speciell personalkategori, intendenturpersonalen, integreras i säkerhetsorganisationen och kulturen ombord på passagerarfärjor. Vi gör detta genom att studera vad forskningslitteratur och olika dokument producerade av reglerande myndigheter har att säga omämnet. En internetbaserad diskussion bland sjöfarare om vad det innebär att vara en "riktig sjöfarare" har analyserats. Ett tema som diskuteras i rapporten är de vardagliga arbetsförhållandena för intendenturpersonalen och hur dessa påverkar deras hälsa. Genom en analys av tillgängliga statistiska data framgår klart att denna kategori är mer drabbade av arbetsrelaterade olyckor och sjukdomar än andra kategorier sjöfarare. Rapportens huvudsakliga slutsats är att forskningen om och intresset för intendenturpersonalens roll i säkerhetsorganisationen på passagerarfärjor är underutvecklad och svagt. Traditionella starka hierarkier bland sjöfarare och andra relevanta aktörers syn på om vem som är en "riktig sjöfarare" torde till vissa delar kunna förklara varför det är så. Mer forskning och mer arbete för att integrera denna kategori i arbetet med att förbättra sjösäkerheten är därför nödvändigt.

Abstract [en]

The aim of this article is to problematize young people’s desires for musical experiences in Western society by theoretically analyzing such needs from a deep psychological as well as a sociological perspective. The rationalized society and new patterns of socialization form the foci of analysis. Further, special emphasis is placed on understanding and analyzing the causes of the high volume of music played at rock concerts and music festivals. Music is a medium that allows young people to get in contact with and process the deep psychological patterns that, in contemporary society, are often repressed by hard rationality. It is claimed that new patterns of socialization have made it more difficult for adolescents to establish contact with, and to integrate into, the pre-oedipal mental layer, which is a prerequisite for growth, achieving a greater degree of maturity, and the progression to and realization of new life phases.

Abstract [en]

The aim of the article is to examine the concept of flexibility from a shipping perspective. Flexibility is examined in order to develop strategies, theoretical and applicable, in the field of Function Based Manning (FBM), for achieving optimized manning, which is not the same as reduced manning, with a healthy crew. This is a complex concept in many aspects. Based on research on working life and work organizations conducted by social scientists, two aspects of flexibility are examined; functional flexibility including job enrichment and competence training, and working time flexibility. These issues are analyzed from a shipping perspective. The concept is double-edged in the sense that it entails both having flexibility and being flexible. Does flexibility only serve the interests of the employer? Or, do workers also benefit from flexibility? By combining these two aspects of flexibility, a win-win situation benefiting both employers and employees can be achieved. This article highlights and discusses strategies intended to promote the implementation of amodel of optimized manning.

Abstract [en]

This paper aims at identifying the key stakeholders in maritime human factors and analyse their interest in, and power to influence the human factors issues. A stakeholder analysis is done and a model displays eight stakeholders from a vessel lifecycle perspective. It is concluded that the interest and the power to influence is much differentiated, largely due to the nature of shipping. An increased public interest in environmental, economic and socio-political sustainability has affected the environmental work in the industry and it is believed that pressure from consumers will lead to increased demands on shipping. It is further concluded that well operated shipping contribute to greater overall efficiency and economy and should offset higher unit freight costs resulting by the use of better maintained and managed ships.
